Portsmouth woman arrested on drug, DUI charges

PORTSMOUTH — Here are some recent arrests made by the Portsmouth Police Department:

Tuesday, Aug. 11

Alison Debbie Costa, 46, of 19 Harrington Ave., was charged with three counts of possession of a controlled substance, and driving under the influence (DUI), first offense, following a motor vehicle stop on East Main Road at Rocco’s Pizzeria around 4:15 p.m. Costa was also cited for refusing to submit to a chemical test. 

Thursday, Aug. 13

Masairi Rodriguez, 40, of 143 Third St., Apt. 1E, Newport, was arrested after police located a “suspicious” automobile on Anselmo Drive at about 3 a.m. Rodriguez, the driver, delayed identifying herself for an extended period, according to police, and officers discovered that her right to operate a vehicle in Rhode Island had been suspended. Rodriguez then claimed she was on her way to help a friend involved in a domestic dispute, a claim officers later determined was false, police said. She was charged with operating under a foreign license during suspension or revocation, and obstructing an officer in execution of duty. Later that morning, at about 5 a.m., officers responded to the area of West Main Road and King Charles Drive for a report of a disturbance. Officers found Rodriguez and charged her with domestic disorderly conduct.

Hallie L. Scrabak, 55, of 91 Main Street., Warren, was charged with operating under a foreign license that had been suspended or revoked, after her vehicle was pulled over on East Main Road at Town Hall around 4:25 p.m.

Friday, Aug. 14

Brendan T. Fox, 21, of 120 Tamarack Drive, East Greenwich, was charged with DUI, first offense, after being pulled over on West Main Road at Mill Lane around 1 a.m. He was also cited for refusing a chemical test.

Saturday, Aug. 15

Michael Collins, 71, of 7309 Midfield St. B, Norfolk, Va., was arrested on a Providence Police Department warrant at about 1:40 a.m. Collins was pulled over on West Main Road at Bradford Avenue because his lights were not activated, police said. He was later transferred to the custody of police in Providence. 

Regina Marie Labouliere, 47, of 39 Hot and Cold Lane, Somerset, was charged with DUI, first offense, after being stopped on West Main Road at Corys Lane at about 2 a.m. She was also cited for refusing a chemical test, second offense.

Sunday, Aug. 16

Saruhan Bayten, 33, of 202 West Hill St., Apt. 3013, Chicago, Ill., was charged with DUI, first offense, after being pulled over on Route 24 near Sprague Street at about 2:20 a.m. He was also cited for refusing a chemical test.

Christian X. Sintes Martinez, 35, of 3 Admiralty Drive, Apt. 9, Middletown, was charged with multiple offenses at about 6 p.m. Police received two 911 calls reporting a vehicle being operated erratically. Officers observed the vehicle on East Main Road and then on Route 24 North, where they said it committed multiple traffic violations. The vehicle was later located on Chase Road, and Sintes Martinez was charged with DUI, first offense; reckless driving; disorderly conduct (fighting/tumultuous behavior); and resisting arrest.
