Portsmouth Police charge two with domestic assault

PORTSMOUTH — Two local residents were arrested in separate incidents on Wednesday, Oct. 28, with each charged with domestic assault.

At about 12:10 a.m., Kristen C. Stovall, 59, of 65 Walnut St., was charged with domestic assault after police responded to her home to investigate a report of a domestic disturbance. 

According to police, Ms. Stovall had a verbal argument with a 61-year-old male resident of Portsmouth and subsequently struck him in the face with an open hand.

Devon T. Hartnett, 33, of 126 Harvest Drive, was charged with domestic assault (first offense) after police responded to his home shortly after 11 a.m. to investigate a report of a physical disturbance between two people.

According to police, Mr. Hartnett had grabbed a 61-year-old male from Portsmouth by his sweatshirt and threw him against a wall. He then pushed the victim out of the residence and off of the front porch, police said. 

The victim told police he had injured his back, but declined medical attention, according to police. The altercation took place after a verbal argument involving the victim and a female on the scene, police said.

Saturday, Oct. 24

Adam T. Sipes, of 42 Lebaron Boulevard 109, Lakeville, Mass., was arrested on a 3rd District Court bench warrant after being pulled over on West Main Road around 9:45 p.m.

Sunday, Oct. 25

Thanh Van Dang, 46, of 7 Marlin Way, Apt. 3, Dorchester, Mass., was charged with being a fugitive from justice after he was pulled over for speeding on Route 24 at Cedar Island around 4 p.m. After conducting a records check, police said they confirmed Mr. Dang had an active warrant for his arrest out of New Hampshire.

Tuesday, Oct. 27

Shydell D. Moore, 25, of 266 Sayles Ave., Providence, was arrested on a bench warrant issued from 2nd District Court. Police stopped Mr. Moore for speeding on Stringham Road at Burma Road around 12:35 a.m.

Khalil M. Carrington Fowlkes, 25, of 22 Kay St., Newport, was charged with writing fraudulent checks (under $1,000) after turning himself in to 2nd District Court around 8:40 a.m. on a Portsmouth Police warrant.

Richard P. Marley, 52, of 71 King Phillip St., Portsmouth, was arrested by Little Compton Police on charges of driving under the influence of alcohol, refusing to submit to a chemical test, and driving with a suspended license (third offense). The arrest came after police and rescue responded to a call about an unresponsive man in a car on Old Main Road in Little Compton.

Thursday, Oct. 29

Marquis W. Moreno, 32, of 236 Maple Ave., Apt. 2, Newport, was charged with obstructing an officer in execution of duty after being pulled over for a vehicle violation on West Main Road at King’s Grant around 1:15 a.m. Police said Mr. Moreno provided them with a false name, and also had an outstanding bench warrant out of 3rd District Court. 

Friday, Oct. 30

Jonathan Lopes, 38, of 140 Woodbine St., Providence, was charged with driving without an active license after being stopped for a traffic violation on Route 24 South at Turnpike Avenue around noon.

Jeffrey G. Bucci, 39, of 61 Almy Knoll Terrace, was charged with driving while intoxicated (second offense) and resisting arrest after being pulled over for speeding and a lane roadway violation on West Main Road at Raytheon around 7:20 p.m. Mr. Bucci sustained injuries during his arrest and was brought to Newport Hospital, police said. He was also cited for refusing a chemical test.

Ethan Howard, 19, of 366 Pleasant Valley Road, Underhill, Vt., was charged with underage possession of alcohol and unlawful drinking and misrepresentation by an underage person (both first offenses). Police made the arrest while conducting a liquor store compliance check at Allen’s Wine and Spirits, 3001 East Main Road.

Saturday, Oct. 31

Danielle D. Jennings, 28 of 2243 West Main Road, was charged with driving while intoxicated (first offense) after being stopped on Boyds Lane at Valhalla Drive around 6:40 p.m. for multiple traffic violations, police said. Ms. Jennings was also cited for refusing a chemical test, according to police. 

Garrett E. Fowler, 30, of 124 Franklin St., Halifax, Mass., was charged with possession of a controlled substance and driving while intoxicated (first offense), after being pulled over for a moving violation on Old Ferry Road in Bristol at about 10:45 p.m. Police said Mr. Fowler was also in possession of amphetamine and marijuana. He was also cited for refusing a chemical test.

John R. Souza, 61, of 2368 East Main Road, Portsmouth, was arrested by Tiverton Police on a charge of disorderly conduct at 1:52 p.m. at Windwood Apartments on Windwood Drive, Tiverton.
