Portsmouth Police arrest Johnston man on drug charges

PORTSMOUTH — A 23-year-old Johnston man was arrested last week after he was found to be allegedly in possession of cannabis and drug paraphernalia, police said.

While conducting a routine business check of Cumberland Farms at 3166 East Main Road at about 10:35 p.m. on Wednesday, March 20, officers observed a vehicle to be idling outside the business for an extended period of time. 

A man later identified as Ousmane F. Kaba, of 76 Pocasset St., Johnston, returned to his vehicle to retrieve a backpack from the vehicle, police said.

Officers found Kaba to be carrying a large quantity of suspected cannabis within the backpack, and a subsequent probable-case search of the vehicle yielded about 13 ounces of cannabis, $1,633 in cash, packaging materials, and a digital scale, according to police. 

Kaba was charged with manufacturing/possessing/delivering a Schedule I/II drug. He was held at the police station pending his arraignment.

During the same incident, officers took into custody a second man — Michael J. Jean, 23, of 30 Yarmouth St., Apt. 1, Providence — because he had an active 3rd District Court bench warrant. He was also held pending his arraignment.

Tuesday, March 19

Natalie L. Manor, 18, of 27 Strawberry Lane, was charged with domestic disorderly conduct shortly after 4 p.m. Officers responded to the area of Prospect Farm Road and Prospect Court after receiving a report of a possible domestic disturbance. According to police, Manor had urinated in the driveway of a Prospect Lane home. The arrest report listed a victim: an 18-year-old Portsmouth man, according to police.

Thursday, March 21

Daniel T Loiselle, 25, of 15 Pershing Ave., Seekonk, was charged with driving after his license had been denied, suspended or revoked for certain violations. Officers pulled Loiselle over on East Main Road at Power Street around 8:40 p.m. due to a roadway violation and because his rear license plate light was not illuminated, police said.

Friday, March 22

Stephanie Serrano, 31, of 57 Reynolds St., Floor 1, East Providence, was arrested on an affidavit warrant that had been issued by the Middletown Police Department. Serrano was pulled over on West Main Road shortly before 10 a.m. because she was traveling too closely to the vehicle in front of her, police said. She was turned over to the custody of Middletown Police. 

Noe S. Quinilla, 27, of 131 Bullard St., Apt. 3, New Bedford, was charged with operating under a suspended foreign driver’s license. He was stopped on West Main Road at Melville School around 5:40 p.m. because he had switched lanes before activating a turn signal, according to police. 

Sunday, March 24

Miguel Angel Chevez Bonilla, 21, of 977 Chalkstone Ave., Apt. 1, Providence, was charged with driving under the influence, first offense, at about 4:35 a.m. Officers discovered Chevez Bonilla’s vehicle stopped in the breakdown lane on Route 24 South at West Main Road, with the driver slouched over and his head on the steering wheel, police said. Bonilla refused to complete the field sobriety tests and was arrested, police said. He was also cited for refusing to submit to a chemical test.
