EAST PROVIDENCE — City-side Finance Director Malcolm Moore, one of the most senior department heads remaining on Taunton Avenue, is retiring from the position, the office of Mayor Bob DaSilva announced in a press release late Monday afternoon, March 3.

Moore's imminent departure was initially known to many in City Hall some two weeks earlier.

Moore was hired by the then-seated Budget Commission back in 2012 after the state take-over of the city's finances and operations in December of 2011.

Monday's release stated Moore would remain in the position until at least May, though he "has offered to stay during this period of transition."

“I would like to thank Mayor DaSilva and the City Council for their support over the years,” Malcolm Moore said. “It has been both an honor and privilege to work closely with them. We have worked tirelessly to improve the quality of life for the residents of East Providence. It has been a great experience and I will never forget all the great people I worked with over the years.”

Moore came into the role in the middle of state oversight, when the Budget Commission consolidated numerous administrative positions, including his.

He initially served as the finance director for both the city and the school department until former Superintendent of Schools Kathryn Crowley requested and was granted permission to once again separate the positions in the spring of 2016 when the district hired Lucy Maddock to the role of school finance director. Current school side office holder Craig Enos took over the post in spring of 2018.

Moore also served as acting city manager for a brief spell after the 19-month tenure in the job of former City Solicitor Tim Chapman came to an end in March of 2018, months prior to DaSilva being chosen by voters as East Providence's first duly-elected mayor in November of that year. He remained as city finance director as well.

Moore’s dual tenure lasted less than three months during the tumultuous transition period between forms of government. At a special meeting of then-seated City Council on June 27, he was voted out of the position with another acting designate, then East Providence Police Chief Christopher Parella, taking over the manager’s role.

Moore officially took the manager's office upon the conclusion of Chapman's 30-day termination period, which ended in March. Mr. Chapman served the position for approximately 18 months, much of that on an interim basis as well in the stead of Richard Kirby, who was relieved of his duties by the then-Council as manager in August of 2016.

In lauded his years as finance director, the DaSilva administration noted Moores work with the 2016 Charter Review Commission to implement a capital and fund balance policy, which it claimed "resulted in over $40 million in capital funds and also helped to move junk bond status to a Standard & Poor’s AA rating with a stable outlook." In addition, Moore worked to set up the city's retirement Other Post-Employment Benefits (OPEB) Trust, which again the administration claims "is now more than 50 percent funded and has facilitated $428 million in bonds for the general fund, water and wastewater."
