Child cruelty, cyberstalking charges top Portsmouth Police report

PORTSMOUTH — Here are some recent arrests made by the Portsmouth Police Department:

Monday, Nov. 18

Monica Rodriguez-Ordonez, 31, of 36 Berroth Court, was charged with two counts of cruelty to or neglect of a child. According to police, on the previous day officers responded to Dunkin’ Donuts, 3001 East Main Road, after receiving a report of two juveniles with no adult supervision hiding outside of the building. “Upon officers’ arrival the juveniles appeared to be visibly upset, scared, and not properly dressed for the cold weather. The juveniles also disclosed to officers that their mother/suspect had struck them prior,” according to the police report. Through further investigation, officers learned the children left the home through their bedroom window after having been left at the residence alone and unsupervised, according to police. Detectives later spoke with Rodriguez-Ordonez, who admitted to leaving her children alone at home while she went to Newport, police said. Detectives obtained an arrest warrant and arrested her at home shortly before 9 a.m. She was later transported to 2nd Division District Court in Newport for her arraignment, police said.

Mandy L. Soares, 43, of 37 Thompson Ave., Bristol, was charged with larceny of a controlled substance. She was arrested at about 11:30 a.m. in an apartment at 125 Quaker Hill Lane, police said.

Wednesday, Nov. 21

Scott Joseph Rivest, 45, of 2 Pleasant St., Westport, was arrested on an active affidavit warrant out of North Kingstown following a motor vehicle stop in the area of West Main Road and Bay View Apartments around 8 a.m.

Thursday, Nov. 21

Robert Edward Kelly, 36, of 61 Tecumseh St., Fall River, was charged with being a fugitive from justice after the vehicle in which he was a passenger was pulled over for speeding on West Main Road shortly after 11 a.m. Officers learned that Kelly had an active warrant out of Oregon, Ill., according to police.

William J. Souza, 61, of 17 Wentworth Terrace, was charged with obtaining money under false pretense/personation (over $500) at about 10:15 p.m. Souza was pulled over in the area of Chase Road and Birchwood Drive by officers with prior knowledge of a Portsmouth Police affidavit warrant on charges that he had fraudulently passed a check, according to police. He was held overnight at the police station and arraigned in 2nd Division District Court the following morning, police said. 

Friday, Nov. 22

John J. McElroy, 74, of 45 Atlantic Ave., was charged with driving under the influence (DUI), first offense. Shortly before 11 p.m., officers responded to a report of a motor vehicle being driven on lawns in the area of 14 Point Road, police said. Officers arrived to find a vehicle that had driven off the roadway and through a residential yard before coming to rest near a fence, according to police. 

Sottarack Touch, 36, of 129 Potters Ave., Apt. 1, Providence, was charged with violating a protective order, his third offense; and domestic cyberstalking and cyber-harassment, also his third offense. According to police, it was previously reported that Touch had continually contacted a 25-year-old woman from Portsmouth with whom he shared a domestic relationship. Officers determined the telephone calls made by Touch were harassing and threatening in nature, and that there was a protective order in place preventing him from contacting the victim, police said. An arrest warrant was obtained, and Touch was taken into custody at his home around 6 a.m. by the R.I. Violent Fugitive Task Force, police said. He was transported to 2nd Division District Court in Newport for his arraignment. 

Saturday, Nov. 23

John Malcolm Scott, 74, of 60 Spring St., Bridgewater, Mass., was charged with DUI, first offense, after being pulled over for multiple violations on Route 24 at Cedar Island shortly before 1 a.m. Scott was also cited for refusing to submit to a chemical test, police said. 

Sunday, Nov. 24

Jacob Paul Lemery, 34, of 460 Pine St., Providence, was charged with. DUI, first offense, following a 911 call reporting a vehicle operating erratically northbound on East Main Road. After observing the driver operating the vehicle at a high rate of speed and commit other infractions, he was pulled over in the parking lot of Cumberland Farms, 3166 East Main Road, shortly before 9 p.m. Lemery was also cited for refusing a chemical test, police said.
