Warren police logs: Man charged after three-town chase

A Reservoir Avenue resident called to discuss the presence of an unwanted person who keeps coming to his home.

A Shore Drive woman complained that someone had spray-painted the road outside her home. It turned out to be chalk.

A caller from Child Street said that a white BMW often seen in the area seems to have a different license plate on it every week.

A passerby asked police to check on the well-being of a man who was pulled over in his car for more than an hour on Railroad Avenue. He told an officer who investigated that he'd pulled over to use his phone.

A caller asked for police after an altercation called in from Market Street just before 7:30 p.m.

Several people came to the station just after 8 p.m. to report that a group of juveniles tried to assault them on Main Street, and that one of them might have had a firearm. Police determine no weapon was involved.

An anonymous tipster told police that a motorcyclist might be drinking at a Metacom Avenue restaurant. Police spoke to management, and were told that they would be on the lookout and call if any problems arose.

An anonymous tipster complained that people might be drinking in the woods at the end of Jameson Drive. Police searched for them with no results.

A Child Street woman complained at 10:33 p.m. that an upstairs neighbor was banging on the floor, upsetting her children's sleep.

Tuesday, April 6

A Portsmouth man was charged with eluding officers in a car and foot-based pursuit that began in Warren and ended in Portsmouth. The incident began at 12:54 a.m., after an officer at Market Street and Kickemuit Road in Warren reported that an erratic driver later identified as Justin R. Albano, 34, of 1 South Drive, Portsmouth, failed to stop. After the officer called in, two additional Warren units joined the chase, which by this point had moved to the southbound lane of Metacom Avenue. At speeds as slow as 20 miles per hour and up to 45, the driver led Warren police and, later, Bristol officers, as he continued through Bristol, onto the Mt. Hope Bridge and onto Bristol Ferry Road in Portsmouth. Portsmouth police joined the chase there. Police said that Mr. Albano turned his car around further down Bristol Ferry Road, pulled over and attempted to elude officers on foot. He was apprehended in the Sunny Acres trailer park by officers who had given chase.

Mr. Albano was charged with eluding law enforcement officers in a high speed pursuit, first offense.

Tatyana M. Cepeda, 22, of Providence, was charged with driving with a suspended, revoked or canceled license, third or subsequent offense, after police pulled her over on Child Street at 2:45 a.m.

A man reported seeing a deer that may have been struck by a car at Main and Dyer streets. The animal was limping down the side of the road, he said. Police looked for but could not locate it.

A Martin Street woman complained that a man threatening to fight her son kept driving through the neighborhood.

A Brittney Lane woman reported the violation of a restraining order.

A caller told police that a man was yelling at traffic on Metacom Avenue just before 12:30 p.m.

A Long Lane man came in and asked for information on how to obtain a restraining order.

A caller complained about a large group of juveniles were disturbing the peace on Asylum Road. Police advised them of the complaint and said they were just using the playground.

A Libby Lane resident complained about her noisy upstairs neighbors.

Wednesday, April 7

Horacio M. Francisco, 45, of East Providence, was charged with driving under the influence of alcohol, first offense, and refusal to submit to a chemical test, after police pulled him over on Market Street at 1:38 a.m.

A Child Street woman complained that three juveniles harassed her and her child the night before.

A caller reported a large group of juveniles disturbing the peace on Asylum Road. An officer said he spotted no issues; the kids were playing basketball with a younger group of children.

Scott R. Harris, 39, of 14 Beechwood Court, was charged with driving without or on an expired license, second offense, after he was pulled over on Child Street just before 5 p.m.

Justin G. Silvia, 33, of 42 Croade St., was charged with driving under the influence of toluene/a controlled substance, after police pulled him over at Rosa Boulevard and Metacom Avenue at 5:55 p.m.

A caller reported an erratic driver on Market Street just after 10:30 p.m.

Thursday, April 8

Mark S. Durand, 42, of Swansea, was charged with simple assault and/or battery and disorderly conduct, and arrested on a Sixth Division District Court bench warrant.

Police were called to a landlord-tenant issue on Brown Street.

An officer removed a turtle from the middle of Serpentine Road, where it was spotted just before 10:30 a.m.

Police logged a vandalism complaint on Asylum Road.

A Wood Street resident complained about someone trying to fraudulently rent out an apartment.

Playground equipment on Market Street was vandalized, a caller told police.

A Greene Street woman called police after getting into an argument with her husband over a credit card.

A woman reported the theft of her son's bike from the Pete Sepe Pavilion.

Kimberly B. Medeiros, 48, of Swansea, was charged with disorderly conduct and resisting arrest, after multiple callers reported a disturbance at a Market Street establishment just before 9 p.m.

Friday, April 9

Joseph Gulino, 22, of 91 Main St., was charged with driving under the influence of alcohol, first offense, and refusal to submit to a chemical test, after police pulled him over on Main Street at 12:22 a.m.

A caller complained that people were fishing from a boat in the Kickemuit Reservoir. Police checked it out and said there was no problem; they were BCWA employees and were not fishing.

Tara M. Aubrey, 28, of Swansea, was charged with driving without or on an expired license, first offense, after police pulled her over on Schoolhouse Road at 10:23 a.m.

A Beechwood Court resident reported 'general harassment.' Officers determined the alleged incidents occurred in Florida over a five-year period.

Police got a call about a panhandler on Market Street at 11:40 a.m.

A caller complained about a child yelling while running up and down the hall at a Child Street address.

A caller complained that a man with a flashlight was going through property under construction on Waterview Lane.

Enrique Velasquez, 20, of Providence, was charged with driving without or on an expired license, first offense, after police pulled him over on Market Street at 9:54 p.m.

Saturday, April 10

An Arlington Avenue woman reported being assaulted by another woman, who fled in a car.

Police spoke to Long Lane neighbors following a dispute over trees and a fence.

Multiple callers reported a fight on Asylum Road at 1:44 p.m. It turned out to be two juvenile boys.

A caller complained about a restaurant on Miller Street utilizing the entire sidewalk for tables and chairs. An officer reported that the restaurant has a permit to use the sidewalk, and that there is room enough for pedestrian foot traffic.

A Market Street business employee complained of heavy smoke from an open burn next door.

A Libby Lane man called police to report that he'd lost his keys. He called back 20 minutes later to report that he'd left them at a friend's.

A young girl said she had been harassed by an adult at Colt State Park in Bristol. Police referred her to authorities in that town.

Police pulled over an erratic driver on Market Street. It turned out that she had just purchased the car, and it was having a mechanical issue.

A Metacom Avenue caller reported cyber-harassment over Facebook.

A caller from South Cornell Avenue reported a howling dog.

Sunday, April 11

A caller told police that debris was falling from a tractor trailer truck traveling north on Metacom Avenue just before 1:30 p.m. Police looked but could not find any debris.

An anonymous tipster told police that an underage girl was being served alcohol at a Metacom Avenue establishment. Police checked it out and found no basis for the complaint.
