Warren has ordered the occupants of a Kinnicutt Home out, and authorized the turning off of electricity, after finding numerous alleged violations of town and state health and safety codes on the property.
The 36 Kinnicutt Ave. home owned by Mark Watson has been on the town's radar screen for months. During site inspections by the police, fire and building departments as early as March 5, inspectors found multiple violations of the Warren Zoning Code and Rhode Island Property Maintenance Code:
"The ... structure is in disrepair and the exterior property areas contain filth, trash, debris and contamination and is unsanitary (with) other essential equipment ... in disrepair," a condemnation order dated Friday, August 14 reads. The yard contains an "outdoor wood fired boiler, swimming pool, hot tub, decks, door frames, window frames, combustible mattresses, debris, wood pallets, trash, litter and debris, unregistered and wrecked vehicles and trailers, inoperable boats, tree limbs, tree trunks, yard waste (and) wooden pallets.
In addition, a tenant living in the home said he rented a bedroom for $135 per week, and said other bedrooms in the home are padlocked." As such, the condemnation order states, the locks constitute a rooming house or motel use, which is not permitted in the home's R-40 zoning district.
Housing court officials have ordered Mr. Watson before the court several times but he did not appear. Building Official Tony Carvalho wrote in his August 14 order that his emergency order to disconnect the home's electrical service would go into effect last Friday, August 24.
Mr. Watson is eligible to request a hearing on the matter, and during an August 12 session of the Warren Housing Court, Judge John J. Rego ordered him to appear at a status hearing scheduled for Wednesday, Sept. 9.
Judge Rego ordered that Mr. Watson be fined $50 for every day the violations remain, starting Thursday, August 13.
