PORTSMOUTH — Here are some highlights from the Portsmouth Police reports from over the past week.

Thursday, March 17

Police investigated a report of illegal dumping at Glen Park at 9:15 a.m. Police found a large pile of construction debris and an old television, but no receipts or other items that could have assisted in identifying a suspect.

Kenneth Z. Kiser, 47, of 140 Sowams Road, Barrington, was arrested just after 10 p.m. and charged with possession of a controlled substance, a felony, and operating a vehicle under a foreign license that had been suspended or revoked. Police stopped the vehicle Mr. Kiser was driving on West Main Road near Scotty Drive because a tinted cover was obstructing the rear license plate, police said. During a search of the vehicle, police said they found a small ziplock bag containing four smaller bags inside Mr. Kizer’s cellphone case, police said. The bags contained crystal meth, according to police. 

Charlotte Buchanan, 46, of 130 Dodge St., Providence, was charged at 9:50 p.m on a bench warrant that had been issued by Superior Court for failure to appear to answer earlier charges. Police arrested Ms. Buchanan after receiving a report of a suspicious person walking in the roadway in the area of West Main Road and Willow Lane.

Friday, March 18

Maria E. Santos, 48, of 79 Thames St., Apt. 1R, Fall River, was arrested at 8:33 a.m. and charged with two counts of violating a restraining order. Police said Ms. Santos violated a Family Court order when she went to a business in an attempt to pick up a child, rather than at his home as allowed by the court.

Saturday, March 19

Charles H. Harris, 60, of 3 Riverview Ave., Tiverton, was charged at 1:28 a.m. with driving while intoxicated and refusal to submit to a chemical test. Police pulled his car over on West Main Road near Raytheon because it had drifted over the lane divider, police said.

Sunday, March 20

Police investigated a report that a door to a home under construction on Baker Road had been forced open. The casing and latch assembly had been destroyed, allowing entry into the garage area, police said. Several large stones had been removed from the fireplace and a large amount of rubble and debris were in the living area, police said.
