Former Pawtucket police officer Gonsalves takes new position

EAST PROVIDENCE — Mayor Bob DaSilva has appointed a new member to his staff with the naming of Napolean Gonsalves as the East Providence director of administration, the first position of its kind in the city.
Mr. Gonsalves will oversee the departments under the city’s Executive Branch of government and report directly to the mayor. He ostensibly takes over the role previously held by Anne T. Quinterno, who served the last year as what was then called the mayor’s chief of staff and recently left the administration. The salary is approximately the same $80,000 for the position as reconstituted.
“Mr. Gonsalves’ leadership, discipline, strength with policies and procedures and ability to effectively communicate with staff and the public will play an imperative role in this administration,” Mayor DaSilva said. A dedicated public servant, Gonsalves’ knowledge in urban affairs will help drive our community forward.”
Prior to joining the City of East Providence, Mr. Gonsalves, like Mayor DaSilva, was a member of the Pawtucket Police Department where he served as detective captain with the Major Crimes Unit, overseeing everything from the Detective, Prosecution and Evidence units to internal disciplinary matters.
Prior to being named captain, Mr. Gonsalves spent six years working as the Office of Professional Standards Officer in Charge. In addition, Mr. Gonsalves developed planning and training programs, supervised municipal court and managed budgets.
Mr. Gonsalves, who is bilingual in Creole, also oversaw the PPD Community Works program where he worked with the Pawtucket Soup Kitchen, Leon Mathieau Senior Center and the school department. Mr. Gonsalves volunteered during his free time when he served as a board member of the Cape Verdean American Community Development organization.
Mr. Gonsalves served three years of honorable service in the U.S. Army and six years of honorable service in the U.S. Army Reserves. He earned his Bachelor of Arts degree in Urban Affairs from the University of Rhode Island.

A lifelong Portsmouth resident, Jim graduated from Portsmouth High School in 1982 and earned a journalism degree from the University of Rhode Island in 1986. He's worked two different stints at East Bay Newspapers, for a total of 18 years with the company so far. When not running all over town bringing you the news from Portsmouth, Jim listens to lots and lots and lots of music, watches obscure silent films from the '20s and usually has three books going at once. He also loves to cook crazy New Orleans dishes for his wife of 25 years, Michelle, and their two sons, Jake and Max.
