PORTSMOUTH — A Fall River woman was charged with driving while intoxicated and child abuse on Saturday, Feb. 22, after police said they discovered her 19-day-old infant in an overturned car seat that was facing the floor of the vehicle.

Valerie Ogarro, 40, of John Street, was arrested following the incident that took place just after midnight on West Main Road.

Police received a report of a vehicle operating erratically, and shortly afterward they stopped a car driven by Ms. Ogarro.

“While speaking with the operator, officers observed an overturned child safety seat in the rear of the vehicle and discovered a 19-day-old infant secured in that seat,” Detective Lt. John D. Cahoon said in a prepared statement. “The infant was overturned in the seat and facing towards the floor of the vehicle.”

Officers immediately removed the infant, who appeared lethargic, he said. The infant was transported to Hasbro Children’s Hospital by the Portsmouth Fire Department.

Ms. Ogarro exhibited signs of intoxication and was placed under arrest. She was also cited for refusing to submit to a chemical test.

She was released on personal recognizance and was re-arraigned at 2nd Division District Court Monday morning.

The infant was treated at Hasbro and then released to the custody of the Rhode Island Department of Children, Youth, and Families.
