"The calf’s owner promptly notified Tiverton authorities on July 21. DEM was not notified of the animal’s death until July 24."

Are the reasons for this inexcusable delay going to be investigated? A large number of people (including my daughter) are going to be put through a great deal of expense and inconvenience because of it. The period in question covers the holiday weekend when many, including a lot of children, would have visited Gray's Ice Cream and patted the calf.
