If, as RIbull says, septic fields can't be supported any more, then that means that sewer pipes would have to be laid into Touisset (if they don't already exist) and that would be an expense.

For me personally, it wouldn't make any difference. I am a tenant in a two-family building, and both I and my downstairs neighbor use small amounts of water, so the fees wouldn't likely be more than the taxes. The question for me is, would the fee appear on my water bill, or would the landlord pay the fee? If the fee appears on my water bill, then that represents an expense that is being transferred from the landlord to me as the tenant.
