I may have replied prematurely. I did not realize that Barrington wanted to share resources but did not want to share cost. I had assumed that costs would be shared when I said it was a good idea.

If there is an agreement to share costs and responsibilities I think it is a good idea. I don't really understand the question of using it fairly. Would we limit the number of animals from each town? Or provide shelter as needed?

It's hard to imagine that some sort of plan couldn't be worked out between the three towns if the desire was there.
