I'm not sure I'd characterize party politics as the main issue here. The real issue is why the two democrats and one republican virtually always side together on votes. If there were true party distinctions in Warren that wouldn't be happening.

I think the real issue may be the establishment vs the non-establishment. It seems the two democrats and one republican represent the old ways of doing things while the two independents on the council do not.

In this article the Council President claims to be a "watchdog" what examples are there of him siding with the two independents over the two democrats? Are there any?
