PORTSMOUTH — A 42-year-old Portsmouth woman was charged with domestic violence, first offense, after officers responded to her home shortly after 11 p.m. on Wednesday, May 31, to investigate a report of a domestic incident in progress.
According to police, Jennifer A. Kingston, of 2870 East Main Road, Apt. 1, had a physical altercation over an extension cord with an 18-year-old Portsmouth woman.
Kingston was taken into custody and transported to the police station, when she was secured in a female cell pending her arraignment, police said.

Tuesday, May 30
Grace Christina Duclos, 18, of 34 Bramans Lane, was charged with reckless driving/drag racing/eluding police, first offense, after officers responded to a report of an erratic driver around 11:40 p.m. Duclos failed to pull over for officers despite their cruiser’s emergency lights and sirens being activated, police said. Duclos’s vehicle was later located unoccupied nearby, police said.
Thursday, June 1
Fangzhou Qian, 29, of 46 Bowdoin St., Worcester, Mass., was charged with forgery and counterfeiting of registration plates following a traffic stop in the area of McCorrie Lane and East Main Road at about 1 p.m. Officers learned that Qian’s vehicle was bearing a fictitious New Jersey temporary registration, and that the vehicle was in fact unregistered, police said.
Joao D. Rego, 56, of 23 Winthrop St., Rehoboth, Mass., was charged with driving without an active license shortly before 3:30 p.m. His vehicle was pulled over on East Main Road at Turnpike Avenue because it had a defective tail lamp cover, police said. Reno was also not wearing a seat belt, according to police.
Saturday, June 3
Rachel Marie Perry, 49, of 060 Chippaquasett Road, Prudence Island, was arrested at her home around 12:20 p.m. on a warrant issued by the Portsmouth Police Department that charged her with reckless driving, eluding officer with a motor vehicle in a high-speed pursuit; and reckless driving/drag racing/eluding police, first offense. Perry was taken into custody and transported by boat to police headquarters.
Jason Paul Berard, 38, of 25 Watson Drive, was charged with disorderly conduct (offensive words at another) after a Grain Terrace resident reported that a man had passed by her home using profanities, then threatened to fight her son-in-law, according to police. When officers arrived, they were told the suspect had left the area on foot toward Leander Avenue. Shortly after, the man returned to the scene was was identified as Berard, police said.
Robert Devonis, 64, of 107 Holliston Ave., was charged by Rhode Island State Police with driving under the influence, first offense, after his vehicle was pulled over in Tiverton at about 11:40 p.m., police said. He was transported to the State Police Wickford Barracks, where he was processed and held pending his arraignment the following morning.
