Portsmouth Police busy with DUI arrests

PORTSMOUTH — Here are some recent arrests made by The Portsmouth Police Department:

Monday, Dec. 2

Jarvin Gabriel, 32, of 160 Davis St., Fall River, was charged with forgery and counterfeiting of registration plates; and giving a false document to an agent or public official. After being pulled over on West Main Road at Twin Lanterns shortly before 1 p.m., officers determined Gabriel’s license plate and registration were both fraudulent, police said.

Wednesday, Dec. 4

Herschel Leon Gates III, 44, of 96 Dexter St., was arrested at his home at 10:30 a.m. on two bench warrants that had been issued by 2nd District Court in Newport, police said.

Ahmed Khalil, 37, of 319 Riverside St., was charged with driving under the influence (DUI), his first offense, following a motor vehicle stop on West Main Road at Turkey Hill around 6:30 p.m.

Thursday, Dec. 5

Paulo Ceasar Barros, 61, of 10 Martelo St., first floor, East Providence, was charged with driving while his license was suspended, revoked or canceled, his fourth and subsequent offense, according to police. Barros was pulled over on West Main Road at West Passage Drive around 1:40 a.m. because his motor vehicle had been operated at a low rate of speed and was also missing a registration tag on a license plate, police said. 

Friday, Dec. 6

Selvin Patroano Lopez Ortiz, 23, of 8 Ledyard St., Apt. 2, Newport, was charged with DUI, first offense, after being pulled over on West Main Road at Raytheon around 1:10 a.m. for multiple roadway violations. Lopez Ortiz was also cited for refusing to submit to a chemical test, police said. 

Robert Emmanuel Cabral, 40, of 106 Easton Ave., was charged with DUI, first offense; and operating a vehicle under a foreign license that had been suspended or revoked, police said. Cabral, whose vehicle was pulled over on Park Avenue at Teddy’s beach shortly before 7 p.m., was also cited for refusal to submit to a chemical test.

Sunday, Dec. 8

Andrew T. Girard, 37, of 10 West Equality Park 1, Newport, was charged with DUI, first offense, following a single-vehicle accident on West Main Road at Twin Lantern Cabins shortly before 4 a.m. Girard was also cited for refusing a chemical test, police said. 

Jacob Gage Commander, 23, of 51 Linden St., Apt. 3, New London, Conn., was charged with DUI, first offense, following a motor vehicle stop on West Main Road at King Charles Drive shortly after 7:30 p.m. Commander was also cited for refusing a chemical test, police said.
