PORTSMOUTH — A 31-year-old Providence woman was arrested on Thursday, July 22, and charged with possession of a controlled substance.
Patrol Officer Elizabeth Lombardo was on a traffic post around 7:30 p.m. near police headquarters on East Main Road when she observed a woman — later identified as Chelsea D. Mann, of 424 Atwells Ave., Apt. 3L — in a passing vehicle but not wearing her seatbelt, according to police.
Officer Lombardo stopped the vehicle in the parking lot of CVS on Turnpike Avenue. After meeting the driver and a passenger, probable cause existed to conduct a search of the vehicle, police said.
During the search, Officer Lombardo found what appeared to be Xanax. Ms. Mann claimed possession of the suspected narcotics and was subsequently taken into custody, police said.
She was held overnight at police headquarters before being transported to 2nd District Court the following day, according to police.

Lisa M. Fagan, 48, of 22 Maple Drive, was charged with violating a no-contact order after police responded to her home just before 3 p.m. in response to a request for a well-being check. Officers on the scene had prior knowledge that Ms. Fagan had an active affidavit warrant for violating a no-contact order, according to police. She was taken into custody and transported to Newport Hospital for an evaluation before being arraigned by a justice of the peace, police said. The victim was a 30-year-old woman from Portsmouth, according to police.
