The office of Mayor Bob DaSilva announced earlier this week the process of conducting a full property revaluation in East Providence will begin shortly, in the month of March.
The City Council approved an appropriation at its January meeting, to fund the revaluation. The body backed the submission of the city's current partner, though which now operates under a new name following a recent acquisition. Catalis Tax and CAMA, Inc., which used to be known locally as Northeast Revaluation Group, offered to perform the work for $573,200.
Its' bid was chosen over that of the city's long-time previous valuation partner, Vision Government Solutions, which submitted a proposal ranging from $739,000-$819,000.
Complete revaluations must be performed every nine years according to Rhode Island General Law. The reval will start shortly and must be completed by December 31, 2024. The potential changes to property owners' taxes will take effect during Fiscal Year 2024-25 when bills are issued in June of 2025. Any appeals are likely to take place in the first and second calendar quarters that year.
As defined by RIGL, during a full revaluation "all" real estate is measured both inside and out. A statistical revaluation takes in only those properties which were sold within the previous year or have had physical changes to them.
Some will recollect the city only just completed a statistical reval in 2022. Because of the onset of the COVID-19 pandemic 2020 into the following year, East Providence and a handful of other municipalities around Rhode Island were granted a waiver from conducting the statistical reval during the required timeframe.

“Residents and property owners should expect a visit from a field representative of Catalis (formerly Northeast Revaluation) starting in March and continuing for the next several months, ending some time in the spring of 2025,” City Tax Assessor Sarah Frew was quoted as saying in a press release issued Monday, Feb. 26. “The representatives will have identification badges clearly displayed while they are conducting the property inspection. The vehicles they drive will be on file at the East Providence Police Department and in the Assessor’s Office.”
Seven Catalis employees — Peter Primiano, Jake Nichols, Daniel Wert, Jim Liebrich, Todd Wheeler, Jeremy Ferreira and Mike Pratt — will conduct the revaluations.
According to the city, a Catalis representative, upon a visit to a property, representative will verify the measurements of the buildings, attempt to inspect the interior characteristics of the property, and take an updated photo of the property. If it is not a convenient time when the representative arrives, he or she will leave a note at the property with information regarding how to schedule an inspection at a time convenient for the resident/property owner.
Please keep in mind, the data obtained will be used to calculate the assessment on your 2025 tax bill, so property owners cooperating throughout the process is a key factor to the assessment being accurate.
Frew said property owners can visit the city website at eastprovidenceri.gov, searching for 2024-2025 Full Revaluation/City of East Providence, to stay up to date with different phases of the project, including a map identifying where field representatives will be, and other information throughout the process.
At the end of the process, property owners will receive a new assessment in the mail. The notice will include information regarding an informal hearing process if property owners feel the new assessment is not accurate. If the taxpayer is not satisfied with the results of the informal hearing process, they may make use of a formal appeal process regarding their new values. That process will begin after taxpayers receive their tax bills in July of 2025.
