East Providence Police arrest two in possible child abuse case

EAST PROVIDENCE — The East Providence Police Detective Division has taken up the case of a potential child abuse incident allegedly committed in city, arresting two adults involved in the matter.

The EPPD was alerted to the situation on October 31 following the admittance of a 16-month-old male to Hasbro Children’s Hospital. Upon arrival, doctors from the Lawrence A. Aubin, Sr. Child Protection Center informed detectives the infant was in the Intensive Care Unit (ICU) with potentially life-threatening injuries. They were told the child had been brought to hospital by his biological mother and the mother’s boyfriend. It was eventually determined the injuries to the infant were the result of blunt force trauma as well as other aspects consistent with strangulation. 

A joint investigation was conducted by the EPPD, State of Rhode Island Department of Children, Youth & Families (DCYF) investigators and Aubin Center doctors.  

Based on information obtained during the course of the inquiry, detectives secured arrest warrants on November 10 for the infant’s mother, Trinity Neal, 19, of East Providence, and the mother’s boyfriend  Jolaon Perry, 22, also of East Providence.

Both Ms. Neal and Mr. Perry were taken into custody by law enforcement without incident. They were each charged with one count of first degree child abuse, one count of second degree child abuse and one count of cruelty to or neglect of a child, were arraigned and held on $20,000 bail with surety.

The infant has been released from Hasbro Children’s Hospital and is currently in DCYF custody. The investigation is ongoing.

DCYF issued a disclosure pertaining to the matter on October 31, which included the following: “A sixteen-month-old male child from East Providence was admitted to Hasbro Children’s Hospital on October 30. The family had prior DCYF involvement but was not open to the Department at the time of the child’s admission to the hospital.

“The Department initiated an investigation, and through this investigation, DCYF has confirmed that the child’s condition was likely to have been caused by maltreatment. Pursuant to state law, DCYF notified the Office of the Child Advocate of the report.”
