Portsmouth man charged with cruelty to animals

PORTSMOUTH — A 24-year-old Portsmouth man was charged with cruelty to animals after officers responded to his home on Monday, Feb. 6, to investigate a report of a domestic disturbance. 

After officers arrived to 167 Water St. at about 12:30 p.m., they determined that Hunter Ferris, of that address, had acted disorderly and vandalized property inside the home, police said.

“The suspect also caused harm to one of the dogs inside the residence,” according to the police report of the incident.

Ferris was charged with domestic vandalism with malicious injury to property, domestic disorderly conduct, and unnecessary cruelty to animals.

The victim was a 59-year-old Portsmouth man, according to police.

Monday, Feb. 6

Neil Cain, 29, of Portsmouth (no permanent address), was charged with domestic breaking-and-entering into a dwelling or house without consent. Officers responded to an Islington Avenue home around 8:45 p.m. to investigate a report of a possible breaking-and-entering, according to police. They located Cain at a home on Bourbon Street, where they took him into custody, police said. He was held at the police station until his arraignment the next morning. The victim was a 58-year-old Portsmouth man, police said.

Friday, Feb. 10

Andrew Joseph Massey, 33, of 90 Girard Ave., Apt. 89, Newport, was arrested on 2nd District Court bench warrant shortly before 1 a.m. Massey was a passenger in a vehicle that was pulled over on West Main Road because one of its headlights was not working, police said. Massey had an active warrant stemming from a previous charge from the Newport Police Department, police said. 

David Sainplice, 34, of Bristol (no permanent address), was charged with possession of a controlled substance after patrol officers discovered a disabled vehicle in the area of West Main Road and Freeborn Street around 2:15 a.m. During a probable-cause search of the vehicle, officers found what they suspected to be fentanyl. Sainplice was held at the police station until his arraignment in 2nd District Court the following morning. The vehicle was unregistered and had to be towed, police said.

Saturday, Feb. 11

Matthew John Bettencourt, 60, of 2368 East Main Road, Apt. B8, Portsmouth, was charged with cyberstalking and cyber-harassment at about 7 p.m. Police issued a warrant after they received a complaint on Jan. 30 that Bettencourt had been sending harassing messages to another Portsmouth resident, according to police. Patrol officers located him in the area of East Main Road and Henry Danis Court and took him into custody, according to police. Bettencourt was arraigned by a justice of the peace at the police station, released on $1,000 personal recognizance, and ordered to have no contact with the victim, police said.

Sunday, Feb. 12

Brandon Martineau, 34, of 20 Silva Ave., was charged with driving under the influence (DUI), first offense, following a motor vehicle stop on East Main Road at Freeborn Street shortly after 1 a.m. Martineau failed a field sobriety test, police said.

John Paul St. Angelo, 54, of 209 Marvel St., Swansea, was charged with DUI, first offense, after being pulled over on Route 24 around 1:15 a.m. for roadway violations and following too close to vehicle, police said. St. Angelo was also cited for refusal to submit to a chemical test, according to police.
