The Bristol Zoning Board of Review officially struck down Jim Roiter’s “Belvedere at Thames Street” development proposal, voting unanimously to deny the application during its regular meeting on Monday, Sept. 9.

The decision comes just over a month after board members instructed town solicitor Andy Teitz to draft a decision rejecting Mr. Roiter’s request for 14 dimensional variances in order to construct a mixed-use, residential and commercial building at the corner of State and Thames streets. Despite positive recommendations from both the Planning Board and Historic District Commission, board members were unable to find during their Aug. 5 deliberation enough evidence to prove that Mr. Roiter: suffered from financial or circumstantial hardships; would not be altering the general character of the surrounding neighborhood; or was seeking the least amount of relief necessary.

“It appears, speaking for me, that this is close to the most relief possible, not the least,” board member Charlie Burke had remarked during that August meeting.

He made the motion to deny on Monday, which board member David Simoes seconded.
