PORTSMOUTH — A second candidate who ran for local office Nov. 4 has requested a recount. Constance L. Harding, an Independent candidate for Town Council who lost a seat on the panel by 46 votes on election night, made the request to Jacqueline S. Schulz, the town’s registrar of voters, shortly before the deadline Wednesday afternoon.
