Pipeline connects East Bay to Scituate Reservoir

The Bristol County Water Authority recently announced it had made the final payment of the $18 million in bonds that were purchased to construct the East Bay Pipeline in 1998.  

The 24-inch steel pipeline, pulled through a tunnel 160 feet below the Providence River, brings treated water from the Scituate Reservoir to BCWA customers. 

The Bristol County Water Authority had previously relied upon ponds and other water supplies, but eventually made the decision to construct the cross-bay pipeline. The BCWA board studied the issue for approximately 10 years before voting to approve the pipeline work. 

Environmental concerns required that the pipeline be put in a tunnel under the Providence River, increasing the cost of the project by about $6 million. The pipeline is about 1 mile long. 

The BCWA is utilizing the release of the debt service from the project to pay for other water system capital projects. This year the BCWA is completing the construction of the Metacom pump station; installing a new meter system; and replacing water mains, including the water main under the Child Street bridge in Warren.  

The State of Rhode Island contributed $14 million to the cross-bay pipeline project.
