Portsmouth Town Council sets dates for budget deliberations

Joint meeting with school board scheduled for Jan. 8

PORTSMOUTH — The Town Council Monday night approved a list of upcoming dates for review of the municipal budget for the 2018-2019 fiscal year.

A joint Town Council/School Committee meeting on legislative priorities, followed by a general discussion on the upcoming budget, will begin at 6 p.m. on Jan. 8, 2018 at Town Hall. Local legislators are expected to be present for the first portion of the meeting.

The school budget is due to Town Administrator Richard Rainer, Jr. by March 23, with reviews of the overall spending plan starting April 23. The council is scheduled to adopt a provisional budget on May 14, with a public hearing set for June 13.

The council will formally adopt the budget on June 25.

Mr. Rainer said the administration team made a point of starting the budget process earlier this year than in the past.

“We will have a pretty thorough review before it gets to your desk,” he told council members.

Town Hall repairs

In other business, the council voted to spend no more than $24,435 on rot repair at Town Hall

Legacy General Contacting of East Providence was selected to do the work, which will entail fixing the exterior trim and siding on the west and south sides of the building. 

The work was recommended by Public Works Deputy Director Brian Woodhead, who said $30,000 was budgeted under the town’s Capital Improvement Plan for fiscal year 2018. The town has spent $5,565 under that account for the painting of the Town Hall stairways, he said.

Legacy submitted the lowest of three estimates for the job, Mr. Woodhead said. The other proposals came from Advance Building Concepts ($61,522) and Martone Construction ($52,700).

Tremblay’s service expansion

Sitting as the Board of License Commissioners, the council voted unanimously to advertise a public hearing on a request to expand the service area at Tremblay’s Bar & Grille, 514 Park Ave.

That hearing will be held on Jan. 8, 2018. 

Mike MacFarlane, the restaurant’s owner, said he would like to offer outdoor seating at Tremblay’s, a request that was previously approved by the Zoning Board of Review on Sept. 21.

Boating pier application

The council received and placed on file a public notice from the state Coastal Resources Management Council (CRMC), which is considering an application by Timothy Rosner of Mansfield, Mass. to build a residential boat pier, ramp and float at 15 Seaconnet Ave.

The facility, to be located on the east side of Blue Bill Cove, would extend a total length of 149 feet, according to plans submitted with CRMC. A variance is required because the facility will extend 75 feet beyond the mean low water mark. 

Anyone who wishes to comment on the application should request a hearing by CRMC in writing by Dec. 22. Include your mailing address, e-mail address and phone number and submit it to CRMC, Oliver H. Steadman Government Center, 4808 Tower Hill Road, Suite 3, Wakefield, RI 02879-1900.
