To the editor:

About the recent decision by a 4-3 majority of the Portsmouth Town Council to limit public comment on an agenda item to three minutes the first time and, after all other public comments, two minutes the second time: That’s a short amount of time for give and take between residents and the council.

The council’s message: Speak up — very briefly. Is this meaningful democracy?
