PORTSMOUTH — Brian Woodhead, deputy director of the Department of Public Works, had a busy night Tuesday before the Town Council. 

After accepting the Town Administrator’s Award, he returned to the podium to make three separate funding requests, all of which were approved unanimously.

The most significant expenditure was $645,400 to Cardi Corporation for the 2017-2018 paving contract.

Cardi was the lowest qualified bidder among the five received by the town, Mr. Woodhead said. The other bidders were Hartford Paving, Narragansett Improvement Co., D’Ambra Construction and T. Miozzi Inc.

Here are the roads that will be paved under the contract: Carter Drive, Cheryl Avenue, Dianne Avenue, Echo Lane, Faulkner Circle, Kristen Court, Morgan Street, Pearl Street, Westwood Drive, Water Street (Church Lane to Power Street, and Power Street to Child Street), Power Street (East Main to Johnnycake Lane), Liberty Street.

The project also includes paving the entrance road to the Aquidneck Island Christian Academy (AICA), 321 East Main Road. The town owns the building and leases it to the school.

Mr. Woodhead said due to financial constraints, DPW had to eliminate four roads and one parking area from the paving list: Frank Coelho Drive, Glen Road, Heidi Drive, Sullivan Road and AICA’s north parking lot. Those projects will be moved to the 2018-2019 paving list, he said.

New truck

In another matter, the council approved Mr. Woodhead’s request to spend $148,638 to purchase a 2018 International 7400 cab and chassis with a stainless steel sander and plow.

The truck is one of two that Public Works had requested to replace older vehicles in its Capital Improvement Plan. Mr. Woodhead said the town is getting a significant discount on the vehicle because it’s being purchased through the Greater Boston Police Council Cooperative Procurement Program.

Drainage improvements

Finally, a $75,000 contract to make drainage improvements to Middle Road was awarded to Narragansett Improvement Co. 

The Providence-based company submitted the lowest of three bids for the project: $62,024. Hartford Paving bid $93,118.46 and East Coast Construction bid $74,955.

The final contract of $75,000 includes an additional 20 percent for the standard engineering and contingencies to cover construction inspection and unforeseen conditions.
