PORTSMOUTH — A 21-year-old Middletown man was arrested on drug charges Saturday after witnesses said he was driving on Route 24 while punching himself in the face, police said.

Driver seen punching himself in face arrested on drug charges

PORTSMOUTH — A 21-year-old Middletown man was arrested on drug charges Saturday, Aug. 5, after witnesses said he was driving on Route 24 while punching himself in the face, according to police.

Devin J. Fowler, of 91 Pequot Lane, was charged at about 4:45 p.m. with possession of a controlled substance, a felony. 

Police received a report from Tiverton of a driver operating a Jeep erratically on Route 24 South and reportedly punching himself in the face.

Police found the Jeep and stopped it on West Main Road near Hedly Street. 

Mr. Fowler, who appeared extremely sweaty and nervous, admitted he had used opioids early in the morning, according to police. He said he had been punching himself because he was frustrated with the Jeep’s controls, police said.

During a search of the vehicle, police said they found six pills in the center console that were identified as hydromorphone hydrochloride, or dilaudid.

Thursday, Aug. 3

Woodrow L. Silvia, 71, of 10 Point Road, was charged at 8:32 p.m. with driving while intoxicated (first offense). Police responded to the area of Moriarty’s Liquor Locker on Park Avenue for a report of an erratic driver who had struck multiple vehicles on that street. When they arrived, police found several people in the roadway speaking to Mr. Silvia, who then exited the vehicle and leaned back against it. When an officer told Mr. Silvia that she smelled a strong odor of alcohol on his breath, he allegedly responded, “I had a couple drinks. Like three. Or four.” Mr. Silvia was also cited for refusing a chemical test.

Friday, Aug. 4

Erick E. Conroy, 26, of 83 Water St., Apt. 4, Quincy, Mass., was charged at 5:40 a.m. with assault, disorderly conduct, obstructing an officer in execution of duty and resisting arrest. Police responded to Patriot Petroleum, 3302 East Main Road, at about 5:15 a.m. to investigate a report of two “suspicious” people trying to gain entry into the store before its 6 a.m. opening. An officer found Mr. Conroy walking toward the parking lot and asked for his identification. Mr. Conroy cursed at the officer and accused him of stopping him only because he was black, according to police. Mr. Conroy continued to be uncooperative and attempted to walk away from two officers, police said. When they tried to restrain him, he resisted and continued to curse, according to police. At the police station, Mr. Conroy slapped an officer’s arm down, police said.

A Little Compton woman told police she was driving south on the Sakonnet River Bridge shortly before 8 a.m. when a loose tire struck the front windshield of her vehicle and came to rest on the rear of her car. The driver said she wasn’t sure where the tire came from, nor did she have a description of the other vehicle. The driver was not injured but her car sustained serious damage to both the front and rear windows and had dents to the left, front fender and hood area, police said. According to police, the tire was most likely a spare that had become dislodged from under a vehicle due to rust buildup. 

Michael D. Bigsby, 18, of 100 Gaffney Road, South Dartmouth, was charged at about 12:15 p.m. with vandalism, with malicious injury to property resulting. The charge was in connection with an incident first reported on July 29, when police investigated a report that a driver in a gray sedan with Massachusetts license plates was doing “doughnuts” in the back field of Clements’ Marketplace. 

Saturday, Aug. 5

Police investigated a report of a hit-and-run accident at 328 Middle Road at about 9:45 p.m. A man at that address told police his vehicle had been parked in front of the home when he heard a loud crash and ran outside. The vehicle sustained moderate damage to the rear driver’s-side wheel and tire, and to a small chip in the rear driver’s side break light. Police found parts of a different vehicle scattered at the scene and determined they had come from a Mercedes C-Class from 1998 to 2000.

Sunday, Aug. 6

Michael S. Vining, 50, of 125 Sylvia St., New Bedford, was charged with driving while intoxicated (first offense) at about 12:40 a.m. Police said they pulled Mr. Vining’s vehicle over on Route 24 North on the Sakonnet River Bridge after observing it leave the lane of travel.

Nancy M. Cordeiro, 36, of 589 Bristol Ferry Road, was charged shortly after 6:30 p.m. with domestic assault. A 38-year-old man told police that Ms. Cordeiro had slapped him in the back of the head twice and kicked him on the leg during an argument at her home.
