Portsmouth man: Contractor took $1,000 check, but didn’t do work

PORTSMOUTH — Here are some highlights from the Portsmouth Police reports from over the past week.

Tuesday, Nov. 29

A 58-year-old Newport woman was given a warning by Animal Control Officer Elizabeth Futoma after she was observed walking with an unleashed yellow Lab at the Gardner Seveney Sports Complex shortly after 11 a.m. Town ordinance requires that the pet be leashed.

Thursday, Dec. 1

Michael S. Casaroni, 30, of 135 Scott Road, Cumberland, was charged at 11:23 a.m. with obtaining money (less than $1,500) under false pretenses. The charge stems from an incident first reported in early October, when a local man reported that Mr. Casaroni, a contractor with Ocean City Drywall, took a $1,000 deposit but didn’t perform any work, according to police. Police issued a warrant for Mr. Casaroni’s arrest and he was picked up by State Police in Scituate on Dec. 1 and transported back to Portsmouth. He is scheduled to be arraigned on Dec. 8.

Friday, Dec. 2

Janelle M. Canastra, 25, of 2 Paradise Drive, Fairhaven, Mass., was charged with driving while intoxicated and refusal to submit to a chemical test. Ms. Canastra was pulled over for speeding on Route 24 North at Cedar Island around 1:40 a.m.

John S. Olinger, 42, of 378 Vanderbilt Lane, was charged around noon with domestic assault and failure to relinquish a telephone. Police said a 37-year-old Providence woman reported that Mr. Olinger pushed at her face and neck, causing bruises, and took a phone from her hand.

R.I. State Police charged Todd A. Davis, 26, of 27 Durfee Road, Tiverton, with shoplifting after a warrant was issued by Portsmouth Police in connection with an incident first reported in February 2014. Back then, workers at CVS Pharmacy on Turnpike Avenue reported a shoplifting which was similar to other incidents in Tiverton and Middletown. Mr. Davis was identified as a suspect through surveillance footage and a warrant was issued. On Friday, the Adult Correctional Institutions contacted Portsmouth Police to report they had Mr. Davis in custody on the warrant and was scheduled to transport him to 2nd District Court for his arraignment on Tuesday.

Sunday, Dec. 4

Police reported to an East Main Road home in the north end of town shortly after midnight to investigate a report of a college party. Upon arrival police found several people in the area — all 21 and over — who said they were all waiting for an Uber. Police also observed beer cans thrown throughout the property, street and at the nearby Eagles Nest Antique Shop and R&S Speed Shop. The person renting the property, a Roger Williams University student, told police he had friends over for the night but asked them to leave when the gathering became too large. He was advised to clean the area of beer cans, police said.

Jerome M. Massey, 35, of 1538 North Main St., Fall River, was charged around 10 p.m. with obstructing police. Mr. Massey was a passenger in a car driven by Nichol Corey, 32, of 224 Willow Lane, which was stopped for speeding on West Main Road near Raytheon. Mr. Massey initially identified himself using a different first name and Social Security number, police said. Police also learned there had been a 2nd District Court warrant issued for Mr. Massey for failure to appear for a hearing. Ms. Corey was cited for driving with a suspended license as well as speeding and failure to require a passenger to wear a seatbelt.

Monday, Dec. 5

A three-car, chain-reaction accident that took place around 5 p.m. in the eastbound lane of the Mt. Hope Bridge tied up traffic during rush hour. The drivers were John Mann of Coventry, Eric Cipriano of Northport, N.Y. and Martha McCray of Middletown. Mr. Mann told police he was in traffic when his vehicle was struck from behind by the Cipriano car, causing his vehicle to hit the McCray car. All three drivers refused medical treatment. The Cipriano car sustained heavy front-end damage and had to be towed from the bridge.
