Portsmouth Police charge woman with making false 911 call

PORTSMOUTH — Here are some highlights from the Portsmouth Police reports from over the past week.

Wednesday, Aug. 24

Kelly D. Richardson, 34, of 508 Turnpike Ave., was charged around 6 a.m. on a bench warrant issued by 2nd District Court. Officers with knowledge of the warrant made the arrest at her home.

William E. Peckham, 22, of 239 Glasgow St., Apt. 9, Fall River, was charged just after 2 p.m. with simple assault after police responded to the Gardener Seveney Sports Complex for a reported assault between a man on a motorcycle and a woman operating a car. 

Thursday, Aug. 25

Qingyun Wang, 26, of 29 Slate Lane, was charged around 2 p.m. with domestic assault after witnesses said he grabbed the hair of a woman and pulled her across the road hard by her arm, police said.

Police investigated a complaint that a cell phone relay recently installed on a utility pole on Kirduglyn Road was in violation of the town’s noise ordinance. However, after police took several sound readings shortly before 11 p.m., they said there wasn’t enough evidence to support a noise ordinance violation charge.

Kelly C. Moquin, 30, of 221 Iroquois Road, Cumberland, was charged at 2:52 p.m. with providing false information to a 911 dispatcher in connection with an incident that took place on March 13. Police said around 10:30 p.m. on that date, police received a call about a domestic incident in progress at 2749 East Main Road. Police were unable to find the residence, however, and the Portsmouth Fire Department reported there was no record on file for the address. An officer determined the call involved a Portsmouth woman at a nearby home, but when they arrived the apartment was dark and no one came to the door. Later, police talked to the woman, who said she believed Ms. Moquin was making the false reports. Police arrested Ms. Moquin after she came into the station for an interview.

Friday, Aug. 26

Deshawn W. Fentress, 35, of 61 Bassett Road, Brockton, Mass., was charged at 1:52 a.m. with driving while intoxicated (first offense) and refusal to submit to a chemical test. Police said they stopped his car on West Main Road near Turkey Hill for speeding and leaving the lane of travel.

Saturday, Aug. 27

Lauren A. Kelly, 30, of 123 Home St., Apt. 3, Fall River, was charged just after midnight with driving while intoxicated (first offense) and refusal to submit to a chemical test. Police said they pulled over Ms. Kelly’s vehicle on East Main Road near Immokolee Drive because it had left the lane of travel. 

Sunday, Aug. 28

Cierra C. Andrada, 24, of 7 Robert H. Douglas St., Newport,  was charged at 2:51 a.m. with driving while intoxicated (first offense) and refusal to submit to a chemical test. Police said Ms. Andrade was speeding on East Main Road — approaching 80 mph at one point — and later ran a red light at the intersection of Chase Road at Boyd’s Lane. Police stopped her shortly afterward, on the Route 24 northbound on-ramp.

Matthew Hardies, 27, of 15 Meeting St., Newport, was charged at 8:01 a.m. with domestic cyberstalking. Police said Mr. Hardies repeatedly sent harassing text messages to a Common Fence Point man after being told to stop.
