Report Inappropriate Comments

So if the police were unsure of whether the man was on public or private property, why did he get ticketed. Is this part of the public shoreline polluted? If not why would he prohibited from digging there? A public shoreline gives the "public" the right to cross or even fish and dig for clams. Unless the waters are polluted or it is deemed environmentally protected, if not then why would DEM be notified? This story should have more information to it, before being published.
