You can't impose voluntary guides lines ...its voluntary! That is the amazing part of this. The homeowner follows the guidelines if they decide to volunteer to follow them. The statement that the head of DPW can't handle anymore work is the whole point of having a commission to assist the tree warden John Massid.

Whats the message here- don't try to interfere with YOUR government.

A lifelong Portsmouth resident, Jim graduated from Portsmouth High School in 1982 and earned a journalism degree from the University of Rhode Island in 1986. He's worked two different stints at East Bay Newspapers, for a total of 18 years with the company so far.
