Michael Ursilo as the the city's and Grazcykowski's legal representative asked Tom McAndrew to toe down the rhetoric and deal with the chief's issue privately. Significantly, he does so and relases his communication to the media. If this were a sincere overture it would have remained private, between the two lawyers. Graczykowski directed Ursilo to do this and prove once again that he can't be trusted to deal honestly with the chief of police. The city needs to either remove Graczykowski or take charge of this issue ( without violating the charter) or there could be an expensive judgement against the city. However, any liability should be personally borne by the city manager as he seems to be acting outside the scope of his authority and direction from the budget commission.

A lifelong Portsmouth resident, Jim graduated from Portsmouth High School in 1982 and earned a journalism degree from the University of Rhode Island in 1986.
