Is a special "8% of rent" tax rate for some constitutional?

Does the State Housing Appeals Board have jurisdiction to hear the "8% of rent" tax matter, or should this be heard by the Superior Court?

Was keeping this question from the Barrington Town Council a setup by EBCDC to try and sneak this through without proper notice to taxpayers?

It does not look good for Barrington residents.
