In many scandals, the cover up is worse than the crime. However, there is no one more responsible for the financial condition of Providence then David Cicilline. He spent the rainy day fund of Providence. He also kept that information from the City Council. He balanced the books of Providence by spending it's future.

Of course, Rep. Cicilline did what he always does, deny, deflect, obfuscate, and then find a Republican to blame it on. He stood next to John Loughlin two years ago and said that Providence was in "Excellent" fiscal condition.

I'm sorry, there are only TWO possibilities. David Cicilline either wasn't competent enough to realize what he had done to Providence or he knew what he had done but was willing to lie to get out of town and down to Washington and join his band of thieves.

To do this requires a special breed, integrity is NOT a characteristic of that breed.
