Like NHL Teams after a Stanley Cup Playoff series, when the players line up and shake hands: Thank you to Governor Chafee, Senate President Paiva-Weed, House Speaker Mattiello, Chairman DaPonte, and Chairman Gallison. A very special thanks to the three authors, Senator DiPalma, Senator Ottiano, and Whip Edwards. A group of citizens, with their backs against the wall, mobilized, then proceeded in a civilized fashion, did not quit, and pressed the East Bay Legislators who in turn carried the cause to the remainder of the 113 legislators. It was a journey that has many adjectives. Ultimately, it the end, the right solution for the whole State prevailed. It is up to us, over the next ten years, to be vigilant that the provisions of Article 21 are seen through to their logical and intended conclusion.

A lifelong Portsmouth resident, Jim graduated from Portsmouth High School in 1982 and earned a journalism degree from the University of Rhode Island in 1986. He's worked two different stints at East Bay Newspapers, for a total of 18 years with the company so far. When not running all over town bringing you the news from Portsmouth, Jim listens to lots and lots and lots of music, watches obscure silent films from the '20s and usually has three books going at once. He also loves to cook crazy New Orleans dishes for his wife of 25 years, Michelle, and their two sons, Jake and Max.
