I applaud Rhode Island for instituting a ban on the sale of dogs - the remaining 49 states should follow suite. Breeders/puppy mills/backyard breeders and private sales run amok and the animals are innocent victims. These people are in part responsible for the overpopulation of animals in shelters who are murdered on a daily basis. There needs to be some strong laws banning ALL puppy mills and monitoring of breeding facilities. This has become a national disgrace.
