PORTSMOUTH — A Portsmouth man was among three members of an alleged drug trafficking organization who were arrested by Rhode Island State Police on Monday.

All three men are being charged with possessing large quantities of heroin mixed with fentanyl and cocaine with the intent to deliver, Col. Ann C. Assumpico, superintendent of the Rhode Island State Police and director of the Department of Public Safety, stated in a press release on Tuesday.

Steven Alix, 40, of 74 Mason Ave., Portsmouth, was charged with the following:

• Possession with the intent to deliver a Schedule II controlled substance (cocaine)

• Possession with the intent to deliver a Schedule I controlled substance (heroin)

• Possession of a Schedule II controlled substance (1 ounce-1 kilogram of cocaine)

• Possession of a schedule I controlled substance (1 ounce-1 kilogram of heroin)

• Conspiracy to possess with the intent to deliver schedule I/II controlled substance

According to Col. Assumpico, in December 2017 members of the State Police High Intensity Drug Trafficking Area (HIDTA) Task Force initiated an investigation into a drug trafficking organization operating throughout Rhode Island and Massachusetts that was responsible for the sale of large quantities of heroin mixed with fentanyl and cocaine.

As a result of the investigation, five court-authorized search warrants were executed on Monday — two in Cranston and three in Providence, she said.

Police seized about 200 grams of cocaine, 55 grams of heroin/fentanyl, $33,000 in cash, six motor vehicles, digital scales, cutting agent and packaging material associated with the distribution of narcotics, according to Col. Assumpico.

The other two people arrested by HIDTA were Jose M. Hernandez, 47, of 297 Smith St., Cranston; and Robert Arias, 21, of 35 Lambert St., Providence.

Mr. Alix, who was arrested near Cumerford Street in Providence, was processed at State Police Lincoln Woods barracks, arraigned by a justice of the peace and ordered held without bail, police said. He was held overnight at the Adult Correctional Institutions until his formal arraignment at Sixth Division District Court on Tuesday.
