East Providence motorist is among those arrested by State Police

NORTH SCITUATE — Rhode Island State Police arrested 15 motorists over the Thanksgiving holiday weekend, Wednesday, Nov. 27, through Saturday, Nov. 30, for Driving Under the Influence of Intoxicating Liquor or Drugs, including one city resident.

Kevin Herchen, age 34, of 58 John St., East Providence was charged with Driving Under the Influence of Intoxicating Liquor and/or Drugs – Blood Alcohol Content level (BAC) Unknown and Refusal to Submit to a Chemical Test.

In addition, on the morning of December 1 at approximately 2:20 a.m., the State Police Lincoln Woods Barracks received numerous 911 calls reporting that a black Ford pickup was traveling south on Route 95 in the City of Providence and being operated in an erratic manner.

A few minutes later, additional 911 calls were received reporting the same vehicle was traveling on Route 95 south, just north of the Jefferson Boulevard exit in the City of Warwick.

Moments later, Troopers radioed the Lincoln Woods Barracks advising that their cruiser had been struck from behind while on a motor vehicle stop in the same vicinity.  The vehicle involved in the crash matched the description of the vehicle that had been reportedly driving erratically moments earlier. The impact of the crash pushed the cruiser into the rear of the car they had stopped.

The operator of the vehicle was identified as Abdiel Asmin Urizar, age 28, of 120 Harriet St.,  Providence, Rhode Island. While interacting with Mr.Urizar, Troopers detected various indicators consistent with intoxication.  Mr. Urizar was placed under arrest and returned to the State Police Lincoln Woods Barracks where he consented to a breathalyzer test. The results of this test indicated that Urizar had a blood alcohol content of .083.

Mr.Urizar was charged with Driving under the Influence of Liquor and/or Drugs as well as various motor vehicle violations to include Failure to Move Over for Emergency Vehicles. He was held overnight and arraigned by a Justice of the Peace before being released on personal recognizance bail.

The two Troopers who were seated inside the vehicle when it was struck were transported to Rhode Island Hospital where they were treated for minor injuries and released. No injuries were sustained by the other drivers involved. The cruiser was towed from the scene due to extensive damage.

In addition to the aforementioned arrests, Troopers also arrested 13 other individuals for Driving Under the Influence of Intoxicating Liquor or Drugs and are identified as follows:

John Lindgren, age 38, of 85 Lydia St., Providence, – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC .15 or greater (Phase I: .150 / Phase II: .154) – Operating Without a License

Robert Henderson, age 47, of 31 Church St., Bradford,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC Unknown – Refusal to Submit to a Chemical Test

Brian Santos, age 36, of 52 Joaquin Court, West Warwick,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC Unknown – Refusal to Submit to a Chemical Test

Daniel O’Connor, age 41, of 656 Fruit Hill Ave., North Providence,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs (2nd Offense) – BAC less than .15 (Phase I: .143 / Phase II: .139)

Amy Morrell, age 41, of 60 Taylor Drive, North Smithfield, -Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC .15 or greater (Phase 1: .162 / Phase II: .161)

Kelly Cannone, age 55, of 10 Andover Drive, Warwick,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs (2nd Offense) – BAC less than .15 (Phase I: .121 / Phase II: .123)

Carrie Sullivan, age 33, of 3 Craig Ave., Tiverton,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC Unknown – Refusal to Submit to a Chemical Test

Brian Ruffner, age 48, of 19 Woodbury St., Warwick,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC .15 or greater (Phase I: .254 / Phase II: .254)

Ronnie Johnson, age 27, of 16 Pelham St., Providence,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC .15 or greater (Phase I: .190 / Phase II: .183)
– Operating on a Suspended License

Richard Mulligan, age 52, of 975 Victory Highway, Burrillville,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs (2nd Offense) – BAC .15 or greater (Phase I: .206 / Phase II: .202)

Peter Kurczy, age 48, of 14 Lea Drive, North Kingstown,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC Unknown – Refusal to Submit to a Chemical Test

Philip Ammons, age 63, of 60 Lindy Ave., Providence,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs – BAC Unknown – Refusal to Submit to a Chemical Test

Mary Long, age 21, of 139 Penn St., Apt. #2, Providence,  – Driving Under the Influence of Intoxicating Liquor and/or Drugs (2nd Offense) – BAC less than .15 (Phase I: .123 / Phase II: .119)
