The council sits as trustees for the fund, but recently has been criticized for failing to establish an application or clear process detailing who can receive the money or how often the trust distributions could be made.
At its Dec. 2 meeting, the council discussed the issue and listened to some input from the audience. For the second straight council meeting, Steve Primiano, the chairman of the Barrington Republican Town Committee, said the council does not have enough time to dedicate to overseeing the trust. He suggested the council enlist the assistance of an advisory board to help handle some of the advance work of reviewing requests placed for trust money.
Ms. Speakman, who said she was concerned with putting too many constraints on the trust, offered her services for a subcommittee. Ms. Strong followed her lead and joined up. The motion passed 5-0. The subcommittee is scheduled to report back to the council in February.
