Water from the Kickemuit River rises toward homes on Everett Avenue during Monday morning’s high tide.
Shortly before 9 a.m., the emergency shelter at Franklin Court was empty, with volunteers there ready to provide relief to those who need a place away from the storm.
The full force of the storm is not expected to reach this area until late this afternoon and this evening.
Bristol town hall and schools are closed for the day, and the meeting of the Joint Finance Committee scheduled for this evening has been postponed.

Through the National Weather Service they could not stress how serious a threat we are facing with Hurricane Sandy.
The highest winds will be occurring between 2:00 PM and 10:00 PM this evening.
Significant impact will be felt in coastal areas. An astronomical high tide in combination with strong winds occurring at 8:20 PM will result in a storm surge.
People are advised to seek shelter if they are in flood prone areas, or if not, please stay indoors until the emergency declaration is lifted.
