Mayor DaSilva appoints three to new East Providence administrative team

EAST PROVIDENCE — In a pair of releases issued earlier this week, East Providence Mayor Bob DaSilva announced three key appointments to his administration, including Anne T. Quinterno as the new executive office’s Chief of Staff and Operations.

Ms. Quinterno is an adjunct professor at Roger Williams University on urban policy and American labor history at College Unbound in Providence. She previously served as the manager of the United Way of Rhode Island, where among other responsibilities she was tasked with managing a $20 million statewide Volunteer Income Tax Assistance program, which provided free income tax assistance for thousands of working Rhode Islanders.

“Anne Quinterno’s years of experience drafting policy and creating structure in municipal government will be invaluable to this administration, which is focused on getting results and moving the city forward,” Mr. DaSilva said. “Quinterno will be an asset to this administration as we continue this transition from a city manager form of government to a mayoral form of government.”

In addition, the mayor announced his selection of Patricia Resende as Project Manager/Executive Mayoral Aide and Marc Furtado as Policy Director/Mayoral Aide.

Ms. Resende’s duties were defined as assisting the administration with various municipal projects, media relations and community affairs. Mr. Furtado will assist with policy research and aiding the chief of staff with the executive branch of city government handling the various day-to-day operations of city departments.

Ms. Resende, bilingual in Portuguese, has been managing communications projects for more than 20 years. Prior to joining DaSilva’s administration, she was a digital reporter with WJAR/NBC10, where she earned the Edward R. Murrow award in investigative journalism.

In addition, Ms. Resende was a managing editor with the Boston Business Journal. A Rhode Island native, she was also a research and community education and outreach specialist with the Federal Emergency Management Agency (FEMA) during the 2010 Rhode Island Severe Storms and Flooding Disaster.

“With a number of projects in process including a $189 million state-of-the art high school and the development of the city’s waterfront, Resende’s experience in project management and her knowledge in marketing will make her an exceptional asset to this administration,” Mr. DaSilva said.

Mr. Furtado, an East Providence native, was a public policy advocate with the Epilepsy Foundation New England where he was lead policy researcher for state legislation in New England. He was also an active lobbyist on behalf of the foundation. He was the recipient of the Rhode Island Secretary of State Civic Leadership Award.

Mr. Furtado earned his Bachelor of Arts with a dual major in political science and global studies from Hofstra University graduating Magna Cum Laude. While at Hofstra, Furtado studied trade policy and economic benefits between the European Union and the United States, traveling to various EU institutions to meet with officials and stakeholders.

“I’m thrilled to have Furtado join my senior staff,” DaSilva said. “Marc is a phenomenal researcher, knows policy and is well versed in my vision for this city.”
