Clerk who was fired had asked for council’s help
BARRINGTON — Following the advice of the town’s attorney, members of the Barrington Town Council decided they would not call for an investigation into the town manager’s firing of a town hall clerk last month.
Pat McGee, a nine-year veteran of the clerk’s office, filed the request with the town council but did not attend the board’s meeting on Thursday, July 15 at the high school auditorium. Instead of hearing from the former clerk, the council listened to Barrington Town Solicitor Michael Ursillo as he challenged the rationale for the investigation request.
Mr. Ursillo said Ms. McGee cited section 2-1-5 of the town charter, which allows members of the council the freedom to investigate town employees. The solicitor said that section of the charter is usually reserved for examining individuals who might be involved in criminal activities, like bribery or extortion.
“I have never seen this used for a labor dispute,” he said.
In early June, Barrington Town Manager Peter DeAngelis fired Ms. McGee — Mr. DeAngelis declined to offer any details regarding the termination and instead said: “Generally speaking, when an employee crosses the line I deal with them accordingly.” Ms. McGee said she was fired because of an e-mail her husband had sent to the media; it reportedly detailed the town manager’s decision not to promote Ms. McGee to deputy clerk following the retirement of town clerk Lorraine Derois.
In an earlier interview, Ms. McGee said she was very upset by the manager’s decision, but did not know her husband had sent the e-mail to the media. She said Mr. DeAngelis “screamed” at her in his office; the experience left Ms. McGee very upset, she said.
Ms. McGee called in sick the next day and said she received a doctor’s note to stay out of work for the rest of the week. Ms. McGee said Mr. DeAngelis also withheld her paycheck, a statement that he staunchly denied.
On Friday, June 11, Ms. McGee received a letter sent by courier from the town manager informing her that she had been fired from her job.
“I never had the chance to go in and explain what happened. He fired me while I was on sick leave,” she said in an interview in early July. “And now I’ve lost my job. I’ve lost $2,000 in longevity pay I would have received on July 1. I’ve lost my pension. I lost my reputation for something I didn’t even do. He never gave me the chance to respond.”
A short while later, Ms. McGee filed the investigation request.
Mr. Ursillo said Mr. DeAngelis is empowered by the town charter to handle the hiring and firing of town employees. Mr. Ursillo also cited section 3-1-8 of the town charter that specifies non-interference in the town manager’s duties.
“I agree with the solicitor,” said Barrington Town Council Vice President Jeffrey Brenner. He then made a motion to deny the request for investigation. Councilor John Lazzaro seconded the motion, which passed 5-0.
Lorraine Derois retired from her position as town clerk on July 9. Linda James, the former deputy clerk, replaced Ms. Derois.
Mr. DeAngelis said he has decided to not fill the deputy clerk position — at least for the immediate future — and instead run the office with a lead clerk and two other full-time clerks. Meredith DeSisto was reportedly promoted from part-time to full-time clerk; Mr. DeAngelis is currently reviewing approximately 75 applications to fill the other clerk’s position. He said he should have a replacement named within the next three weeks.
Ms. McGee has said that she wants her job back, but has reportedly not contacted the town manager in an effort to resolve the situation.
Rumor has it that Eddie Haskell personally assured the Town Council that the revaluation was perfect ...
and the Tax Assessor deserves a raise and also a longevity bonus.
However, Eddie was so nervous that he forgot to shave that day and, for some reason, he was unable to stand up straight.
But when a guy is wringing his own hands while he speaks well…
it must be the truth, right?

There was insufficient public notice for the TC discussion of an “investigation” during their July meeting.
The Open Meeting Laws require “sufficient specificity to apprise the public of the subject matter to be discussed”.
There was no agenda item indicating that the TC would discuss a request to investigate the Town Manager, related to Pat’s firing.
Therefore, there is an Open Meetings law violation, and the actions taken (vote not to conduct an investigation) are null and void.
And June teaches Political Science at RWU?
What can June possibly be teaching anybody?

Let me see if I have this right because you have never seen something it cannot be used. Obviously not an inventor, not a frien to Ben Franklin or any of the Founding Fathers. Guess he didn't know when they spent 4 months locked up writing the Constitution they had never seen anything like that either, but hey they did it anyway and I guess it worked huh.
Hmm is it interference to come to the aid of a private citizen who happens to be an employee of the town and by all appearances has been wrongfully terminated in the name of the Town. Does the charter only protect those elected and hired to run the town or does it protect every citizen in the town including its staff employees.
I could be wrong but is “non-interference “to mean the day to day operations of the town manager in the duties of the town. Can this town manager say over spend on anything he wants. Can he hire strippers to dance in his office well he works? Can he have a water slide installed in the back of the town hall for employee stress relief? Can he have Lunch catered from the capital grill to only those office staff he demands they wear Pink Star Wars Princess Leia outfits and listen to Black Sabbath greatest hits all day? No he can’t do that because he would be called before the council for the abuse of the taxpayer’s funds, abuse of the public trust, and a ton of other charges. Of course the charter allows them to investigate this or it would not be worth the paper it is printed on.

Notice the guarantee of rights, That would include the rights of anyone in town including their employees, let us not forget, The U.S. Constitution the Guarantee’s the right of redress for all citizen against the government. I believe the Council is part of the government or has Barrington ceded to Cuba, because I don’t remember reading that and have not been asked for a passport to enter or leave at the bridges.
Well I do a little (tongue in cheek) on this the sad thing is by this story he could do all this in his day to day and Mr. Ursillo says the Council can’t do anything about it.

Very good points raised here by Jackkb ... a follower of this town solicitor's logic would allow our town council to relieve itself from oversight responsibility ... on a selective basis ... for questionable activities of this town manager ... and ... of course ... this is exactly what has happened here ...
It's a game that is played often at the Barrington town hall ... this "false cover" is irresponsibly passed around in a circle from the town solicitor ... to the town council ... to the town manager ... each hiding behind the other's flawed opinion ... while also granting false praise or a flawed opinion to another in the process ...
It's our own local version of checks and balances.
The action has once again come full circle and it is now clear for all of us to see ... this selective abdication of responsibilities by the town council with the assistance of a flawed opinion of the town solicitor ... based on his pre-consultation with the town manager ... to the detriment of the innocent employee ... or the puzzled public document seeker ... or the offended appraisal recipient ...
So ... there you have it ... your Barrington government at work ... not for you ... but rather ... for the longevity (and the longevity bonus) of our town manager ... the healthy litigation billings of our town solicitor ... and the egos of our town councilors ...
The sad part is ... it seems like they are doing their best.

2-1-5 states that the Council has the authority to investigate any
officer, and so on. It does not say it has to be a criminal investigation.
The taxpayers of Barrington are paying for a Solicitor who either does not know what he is doing, or is trying to protect the Town Manager and not an innocent employee whose life has been devastated.
How much money is being spent on legal council on a yearly basis

What's to investigate? It doesn't take CSI to figure out that he fired somebody that was on sick leave. Now they're going to waste tax payer money cleaning up this mess! He completely mishandled this. What else has he mishandled? This sucks!
From a lot of the comments on here over the past year or so and in the paper he seems to have handled many many things with a lot of misses.

I believe that Pat informed the town manager during the interrogation that she did not send an e-mail ... and that fact alone should have ended the discussion ... what was so bad about the e-mail anyway? .... and why is the town manager so sensitive to this that he feels compelled to scream at the nicest lady in the office?
It would be bad enough if the only issue was the intimidation of an employee (the hostile working environment factor) ... or the firing of a nine-year employee while she was on sick leave (the disrespect factor) ... or the public statements insinuating that she did something wrong but not stating exactly what she did sort (the defamation of character factor) ...
... but he held her pay ... and then fired her ... and took her longevity bonus (that he invented) ... for what ?
So what exactly did Pat McGee do? ... to deserve this attack from the town manager?
Did her spouse commit some kind of high crime of treason against the town?
... and what about this interrogation and intimidation in the closed office with no release? ... Is this the local version of waterboarding?
Only a coward would fire someone by courier and holding a last paycheck is against Federal and State law.
The ultimate turn about is fair play here is when she wins her wrongful termination suit she can barter with the town to get rid of their little Napoleon as part of the settlement. This will be during her 99 week period of unemployment benefits also. As I said before Napoleon won't are show his face at a unemployment appeals hearing although IF he does though she should ask to record the hearing as what ever he says can be used against little Napoleon later.

Oh, Barrington spends way too much. And when they’ve spent the legal budget for the year, they sometimes use money from an account called “Miscellaneous”.
And Mr. Ursillo's firm does this funny thing where they charge this amazingly low (relatively speaking) hourly rate. Hey, maybe, they more than make up for it in HOURS billed to the town....
Anyway, here's just a few actual items from Mr. Ursillo’s firm’s bills to the Town of Barrington:
“Prepare for and attend Tax Board of Review Hearing”… "$510.00".
“Attend Planning Board Meeting”…."$769.50".
“Attend Town Council meeting”…"$600.00".
Barrington taxpayers could do a lot better when it comes to a Town
Manager, Town Council, and Solicitor. They are taking care of themselves at other peoples expense, and believe that they are
untouchable.
Add onto the list the tax assessor. Seems like one hand washes the other hand washes the other hand washes the other hand and on and on.
First the townspeople were preyed upon with the Vision appraisal, and then town employees like Ms McGee and the unlucky DPW men. Maybe next they will turn on each other? I can dream, can't I?
The town solicitor never had it so good till this year, did he?
So, upon Mr. Ursillo’s recommendation, the Town Council voted “NO” to an investigation into what Mr. Ursillo termed a "labor matter between the Town Manager and an employee" ....
we call it "Peter's wrongful termination of Pat".
Mr. Ursillo said that it was a "labor matter" between Peter and Pat and that the Town Council can’t get involved those issues.
But Mr. Ursillo neglected to point out that the Town Council can investigate Peter and his conduct in relation to his discharge of his duties.
The town council has a duty to investigate this matter.
Mr. Ursillo added that he has never seen the Town Council investigatory powers used for something like this and that it would be used for investigations into criminal conduct or “something that’s going on in the town that is just not right”.
Something IS going on in the town that’s just not right...
and maybe it is also criminal. And the town council can investigate matters that are not criminal matters. They just don't want to investigate this. (Assuming that we believe that they haven't already involved themselves.)
Anyway, in Peter’s termination letter to Pat, Peter states that he had lost confidence in Pat because “a person” (not Pat) had “tipped… off” a reporter to Peter’s “sensitive” and “strictly confidential” intentions to not appoint a Deputy Town Clerk. Peter stated that this information had been imparted to the department as a group (this shows Peter’s insensitive and utter lack of concern for Pat’s feelings, by the way) and that the reason that Peter was upset? He had not yet had a chance to inform the TOWN COUNCIL.
(Keep in mind that this is the very same town council that, per Mr. Ursillo, does not get involved in these matters. Uh, can’t have it both ways. So, which is it, gang?)
For good measure, in his termination letter to Pat, Peter also threw in that he “continue(s) to reflect on” Pat’s “performance in general, this week while you have been out”. Uh… say what? The woman was out sick and had provided a note from a doctor.
And, of course Kate threw in a little “slap” letter to Pat wherein Kate takes “umbrage” with Pat. (“Umbrage” is one of Kate’s favorite words. Kate “takes umbrage” so often she may want to consider a start-up company along the lines of an umbrage taxi service so Kate can continue to “take umbrage” everywhere she goes.)
Kate wrongly and quite meanly tells Pat that Pat’s firing is Pat’s “own doing”. Kate loves to orally/verbally “slap” people. Kate is really quite small and “slapping” people makes her feel big.
The Tax Assessor meets Peter’s “High Standards”….
The Tax Assessor negligently botched the reval, and withheld public records and lied about it.
Oh, but the Tax Assessor is really good at meeting Peter’s “High Standard #1”…

And if 70% of the taxpayers voted for her as she once so famously stated, then 70% of the taxpayers must agree this person who would attack an innocent with her little unasked for umbraged comment.
This is what 70% of Barrington voters asked for, boys and girls!
I just can’t fathom why the town council in its infinite wisdom is depending upon legal advice to look into an employee that works for the council I.E. Pat. All employees answer to the taxpayer and the council is the duly elected representative of the taxpayers to over see all matters (that’s all matters) concerning the town.
The Council is charged with not only over seeing all employees but upholding the image and reputation of the town. They are required by law to oversee, which means look into, which means investigate anything they want.
Sorry Mr. Ursillo but you can’t tell if something is criminal, administrative wrong doing, discrimatory, or anything else unless you look at it. I am not a lawyer but I did watch Caveman Lawyer on Saturday night live and that was the simple logic he used.
If there is a sudden loss of money in the coffers do you have to wait until they are empty and someone suddenly leaves to Aruba before the council can look at it? I really want to know that one geeze. This is so foolish on this council’s part. If the manager of a bagel store saw someone steal a bagel and then smacked them and took the bagel back, who do you think is responsible in this day and age? The owner of the store, and the manager. If a bartender serves someone underage who pays the fine, the owner, again the owners are the taxpayer and the council is required to investigate everything that exposes the taxpayers to anything, yes even an embarrassing apology.

Ursillo sure gives some bad advice to the town knowing he'll get a big paycheck defending the town.
If they go to court with this certainly the town will be named in the suit so quite obviously its in the best interest of Barrington that this be settled out of court.
The town council must be stuck on stupid to miss the conflict of interest inherent in that advice.
Yea hard to believe they do not see the simple logic of their job. This is typical when you are so dependent on a lawyer that you no longer think for yourself. Lawyers are just as likey to get it wrong as anyone else. No-one can confuse an issue at times more than a lawyer, when the simple answer is right in front of you.
I don't understand the Council having to have a lawyer that works for the town answer questions asked of the town manager. Smacks of being inappropriate and of impropriety to me. If something looks wrong feels wrong it usually is wrong. Course I could be wrong ;-}

It makes perfect sense for the town council to rely on their hired counsel as part of their decision-making process. This is good policy ... It is how smart town councilors make smart decisions ... and stay out of legal trouble.
But ...... something is definately wrong with this picture.
The proof is in the pudding ... what smart decisions have been made by this town council in the past 18 months? ... supporting the fouling of the town's tax base? ... supporting the hiding of public information after being warned by the AG? ... Giving the town manager a double-digit salary increase and pension bonus? ... yep ... this is a mighty smart group allright ... and I believe all of these were unianimous decisions ... 5-zip in favor of the disaster ...
and how about legal trouble? ... Legal Trouble is the middle name of this town council (Town "Legal Trouble" Council) ... there's a legal fiasco every 15 minutes in this town ... what is up with that? ... It's like they're ... trying ... to maximize the litigation!

The bottom line is that this firing has many unusual and troubling circumstances from a textbook personnel management perspective ...
first ... you have what appears to be favoritism in the town's promotion procedures ... this is what seems to have triggered this questioning e-mail in the first place ... hmm ... worth investigating? ... yes
second ... you have this employee interrogation and a report of employee intimidation with no denial of this yelling session and lock-down ... and it's backed up by a work absence and a doctor's note ... this is likely a hostile working environment by almost any measure ...

third ... you have this dismissl of a long-time employee during the absence period covered by the doctor's note ... hmm ... worth investigating? ... yes
fourth ... you have this long-term positive record of this stellar employee ... coming to such an abrupt and unusual halt ... hmm ... worth investigating? ... yes
fifth ...you have this unusual taking of an employee's salary ... backed up by a lawyer's letter to the town ... hmm ... worth investigating? ... yes
sixth ... you have this basic fact that the employee and the town manager both agree that the employee didn't do what the town manager accused her of doing ... hmm ... worth investigating/ ... yes
seventh ... you have this ambiguity regarding the reasoning for the firing of a long-term employee ... that the town council wasn't yet informed of the information contained in the e-mail ... then why not simply inform the town council first Mr. smarty? ... If the management decision has already been made ... then what is the point in "leaking" this information to the employees first? ... what do employees do when you inform them of your personnel decisions? ... they TALK ABOUT IT ... and why is this decision so confidential in the first place? ... doesn't the whole town (and many other towns) now know about all the details associated with the town manager's "big decision" about how to shuffle the clerk responsibilties? ... and doesn't Pat McGee's spouse now have the right to publicly question this shuffling decision? and don't the employees also have this right to express their opinion about this decision? ... so ... what is the town manager's sensitivity? exactly ... hmm ... worth investigating? ... yes
eighth ... you have this unusual situation of the firing of a long-term employee ... at the point where she is 99% of the way to completing service that would entitle her to "deferred compensation" for service provided during this 99% period .. that one just smells really bad ... hmm ... worth investigating? ... yes
There's probably a few more too ... but there is certainly enough here to warrant the town council looking into the matter ... but this involves the town council managing our town manager ... and there is risk that what they uncover will not be very pleasant for him ... or for them ... and the town council has no interest in taking this type of step ... whether warrnted or not ... and so the ring of distortion is fired up ... among council ... manager ... solicitor ... in order to protect the guilty ... and attack the victim ... 2-1-5 is reserved for extortion? ... really? ... well there's a stretch ... Pat's firing was ... HER OWN DOING? ... really? ... now it really takes some nerve to float that one !
I think we're all starting to get the picture here.
Well hopefully Lynch since he is dropping out of the gov. race can an will look into this. Far as I know she has rights.

I promised myself that I would never write on these blogs but this insanity has gone too far. I only know what I read in the paper and my own experiences because no one at town hall will discuss it and they shouldn't. It has no business being in the paper. but the blogs are so wrong and one sided I have to comment,
When I first read the article I felt that it did not ring true.
2 years ago over a conflict with a parent because their child did not get a lead in the musical, that parent tried to get me fired. John Taylor who was new in the job and was my supervisor wanted to call me in to back the the parent. I was upset because I had been working for a month without a contract.
The parents arranged a public meeting to discuss replacing me. and I brought the wrath of HELL on Peter DeAngelis. No one can get together an angry room like Joel Hellmann. An auditorium of angry people adressed Peter. My staff and students were all but calling for his crucifixion.
When he called me into his office and closed the door he was none too pleased. But he never yelled. He never raised his voice. and if anyone had the right to yell was Peter DeAngelis on that day at me.
Am I to believe that he "screamed" at Pat in front ofwitnesses? I am sure there was a conversation that she didn't like but you cannot convince me he screamed!
Now even if it was a very unpleasant conversation and it might have been, what conversation is so unpleasant that requires an employee to miss a week of work? sick leave costs money also! A week of work from one conversation from Peter? That is not what sick leave is for. All over the fact that Peter is trying to save money by not keeping the deputy position!
A lot of hay has been mad about witholding pay. and how it is a crime. It is a crime and there are specific fines that accompany the withholding of pay.
I have run the town theatre program for 9 years and there have been +/- 100 employees working for the program and all of them know there are three ways to get paid. Yopu can: Get direct deposit on FRIDAY or you can pick up your check on FRIDAY, or you can have you check mailed on FRIDAY. Those are the 3 choices. I will admit that I have been in the office on the occasional late Thursday afternoon and I have been offered my check with the caveat that I wait until FRIDAY to cash it.
The article states that Pat expected to have RECEIVED her check on THURSDAY! That she needed it to pay her bills. Why in Gods name would she expect it Thursday? Has she been cashing her checks early? Was she demanding her pay early because of the problem?
I have had many businesses and if I had an employee out on a questionable sick leave demanding a promotion and was demanding her paycheck early I would fire her in a New York Minute. To not do so would destroy dicipline and moral in the office.
According to the article Peter sent the check by courior on Friday. There goes those 100 or so claimes of a law suit for late paymet of wages. Pay on payday is not late.
As to the people who are trying to be funny with the diologue. I directed over 500 plays and I worked standup at the Comedy Store and the Improvisation clubs in LA. In my expert opinion you are not funny. Not even close. In LA I would tell you to keep your day job. You are just low, petty and mean. you are an embarressment to the town and yourselves. If you truly believe things are so wrong and need to be better, then lets see your name on a ballot! if the Town councilors and the Town manager need to be replaced run for office. Stand up and be counted.
There are real issues to be debated. The Beach house. The budget. The Union pensions. Our State aid to education. Civil rights. Don't waste words just being angry. Be angry and have a point be sure of your facts. for the stupidity on these blogs make it hard for those of us who want positive change to achieve it.
And lastly If you are going to be rude and say something people don't want to hear, Be an honorable person. Be a stand up guy. Have the courage to write a letter to the paper. Josh would love to print it and more people would read it. Of course you would have to sign your name and people would know who you are.
In fact you should all sign your names for if you did I expect that many of these blogs would be from the same couple of people using different names. So sign your names. If you don't you are just CRAVEN COWARDS and I have no use for you and you should be ashamed.

These self-inflicted PR crises ... left and right ... what's up with that? Why is the AG so involved with Barrington?
Are we supposed to accept these explanations from the town manager and the town council? Are we supposed to blame these messes on the citizens who ask to see the documents? or the citizens who ask questions? or the citizens who pay the cockeyed tax assessments? or the employees who get wrongly fired?
I believe that these are the kinds of explanations that we are getting from our town leadership ... "Pat McGee's firing is her own doing ..." ? Are you kidding me?

3. is running for office and wants your votes (hey, you decide – is this guy an improvement?),

5. sounds really, really, angry…even angrier that the people he’s accusing of being angry,
6. declares himself to be the expert-final-word on what’s funny and what isn’t funny (oh, yeah, he’s obviously a rollicking good time), and

Since DeAngelis fired her HE was responsible to pay her ALL pay coming to her within twenty four hours so the cowardly courier user should have included the last weeks pay that she was out sick for plus any vacation or sick days she had coming.

Well I do agree Joel Hellmann is accomplished in his working with children and aspiring actors. Also does do a great job with the theater. Not sure if it qualifies him as a critic of blog humor. (Kidding). I think you have missed some of the points here. Don’t see the calling for law suit due to the pay.
The concern here seems to be mostly the lack of specificity of why she was fired, and why the council will not even try to find out why to cover themselves from liability. That would seem prudent and maybe it could be solved through negotiation of the incident. This would be more to the taxpayer’s advantage then merely saying sue us. That happens to often of late.
You have to admit Joel that there seems to be an awful lot of strangeness in this from the council, town manager and solicitor. The main concern for me is fairness and equality in how Pat’s rights seem to have been handled. It also seems obvious that Pat’s rights were trampled here. I can’t really address the pay issue since it can’t be determined how that actually transpired.
Most of the crime mentioned is about the solicitor stating the council could not get involved in the matter of investigating it, though some may believe it a crime the way she was treated. That is common use of the word for people wronged far as I know.
Think the coward thing is a little over the top. I would love to use my whole name but it is to long for a screen name and just first letter would be confusing as the are 6 more of my family with the same first letter lol.

I really love it when these self proclaimed deities of righteousness make these statements theorising that people just don't behave this way, simply because they just wouldn't do something like this.
I've had many, many experiences in my life that disprove that theory. One that comes to mind happened about 15 yrs ago, when an otherwise mild mannered manager\part owner of a computer service company I worked for yelled at me one day because I had expressed my dissatisfaction with a lack of promotion I had been promised about 6 mos prior. Out of about 15 people I had more experience in the business than all of the rest combined. It was my work that was enabling this business to bid on city contracts for computer service.
About 6 mos after this tongue lashing for my audacity at expecting to be compensated for what was expressed to me as outstanding work, (appr 3 mos after I moved on to greener pastures), this company filed for bankruptcy because they were caught in a scheme involving those service contracts and had to pay the city back. Very true story.
Unfortunately these stuations exist and anyone that says otherwise is sadly misstaken.

Well I thank you for the compliment as I do prefer to stay on the issues and debate. If it gets heated then I agree to disagree on things. I do joke at times and believe me some of this things in Barrington town hall last 18 months are laughable which in itself is sad, true, and funny all at the same time. Let’s face it you can’t make this stuff up sometimes.
We must all remember that no-one has all the facts when a story like this breaks, we all comment and assume things and some have more information on the actual story then others. I do think you are mistaken on the many screen names being the same person. Calling some crazy and dangerous is uncalled for and only causes that which your opposed to.
Most of the ones on here I know personally. There are a couple who do what your saying I don’t converse with them anymore, they also were the main reason it was removed before. It was also removed due to political action committee’s constantly pasting over and over and a lot of hateful and racist vitriol. Most of that has been taken care of.
There was also a few ( internet trolls ) which is defined as a person of multiple screen names constantly changing following other posters and creating havoc by name calling and statements not congruent with the terms of service. These are very hard to prevent with out added cost to the paper.
I hope this forum stays up a long time, it was instrumental in getting a lot of people and information on the Vision Appraisal problem last year, BCWA rate increase and getting people involved in politics in the towns this paper services. I thank the paper for that. Whether people agree or disagree with anything matters not. What matters is they get involved in some way with even the smallest thing. Mr. Mcquattie was helped a lot also by this forum for his vet bills.
Some have started other efforts through this forum to do very good things; there is always more to the story than just what’s written in the paper. Having said all this may we get back to the story at hand.
The fact remains that the Council is responsible for the employee’s that work for the town. Bottom line they are the last vestige of hope for an employee. The Town manager works for them period. They are always involved in anything that effects budgets and firing and hiring obviously comes under that, does it not?

Isn't anybody else from the private sector shaking their heads over this story?
Regardless of whether or not a firing was valid or even legal, can you imagine a private-sector employee contacting every stockholder.....then asking the board of directors to intervene?
I'm sure that would turn out well.

What happens in the private sector really doesn't qualify with a public town job. If you read the article instead of finding fault with those that post here you would notice that it was her husband sending an email voicing HIS displeasure at the way his wife was being treated, hardly equivalent to someone contacting every shareholder seperately to complain.
I believe most people associated with management in the private sector do shake their heads at the way this situation was and is being handled, mishandled is more like it.
This woman was yelled at, held in a room and told she couldn't leave, and only after a lawyer made contact, her check was couriered to her along with a termination letter. I've been in the private sector my whole life and i'll tell you this guy would have been fired in an instant at most of the places i've worked at.

I think you misunderstood me (or I wasn't clear)....the point I was making was that contacting the media to air complaints was like contacting stockholders for the same reason, rather than just calling a lawyer.
Calling a lawyer for what at that point? There was no justification for calling a lawyer before the incident. I think you miss the whole point and are trying to defend the indefensible. A man yelled at a woman and held her hostage. I fail to see whats not clear in that.
Are you trying to say he isn't to blame because her husband sent an email to someone? If I have a problem with the actions of a man, I go to him, not his wife. I guess i'm a little old fashioned in that respect.
By the way, if this were a private sector issue, she would not only have a wrongful termination lawsuit, but a hostile work environment case as well. For exposing a company to that he would surely face termination.
However it was not her that contacted the media it was her husband and the town has no control over a citizen speaking his or her mind. That is the main thing in this story is that she is being penalized for the actions of another. Whether they are related or not makes no difference.
Unless the town manager could prove she asked him to do it. There is no cause in order for him to terminate her. On the private sector there is a process in companies through human services with in the company and yes it can got to the president of the company if need be. But every rule of labor in this country clearly states that it should be solved at the lowest level possible.
The recent thing in the news even got the whitehouse involved, why because she is an employee of the government at the executive level, I.E. Dept. of Agriculture. The bottom line is the town council is her last resort before a law suit and they are choosing to ignore it. This is the past thinking there and why legal bills sky rocket due to ego's in towns. Rather they should be talking. Least thats my take on it.

The town manager's personnel decision about the clerk position is questionable to begin with (as it smacks of favoritism all over).
If the town manager needs the town council to know about his clerk decision in advance, then why not just tell them first? ... they all have e-mail now.
This is not a matter of the leaking of a town secret ... because the decision is about a public service position and this is public information ... the taxpayers have the right to know who is hired into this position ... and why ... we pay the salary!
The real issue here ... is that the town manager doesn't like the fact that someone disagrees with his favoritism ... and more importantly ... that this person is brave enough to call him out on it ... this is an obvious case of favoritism.
When the town manager was called out on his favoritism ... that's when he started reshuffling his story ... deciding to not have a deputy after all ... and shuffle this ... and shuffle that ... and all the rest ... all to help cover his tracks ... his favoritism tracks
This is why he yelled at Pat and conducted an "interrogation" of her ... because someone had the nerve to call him out on his blatent favoritism ... the writer of the e-mail cried "FOUL" ... for the whole town and the whole world to see it ... and it was a foul ... plain and clear ... and the town manager's only defense against the correct call of foul ... was a hard-hitting offense aginst Pat ... to discredit her and to thereby discredit the correct call of a foul ... and so ... this is the reason for the heavy handed interrogation ... the yelling and screaming ... and the attack on Pat's good name in the press ... by referencing this "high standard" requirement ... and suggesting that she does not meet a high standard ... and insinuating that she had done something wrong ... some violation of something ... notice however ... that the town manager references no specifics in his public comment about exactly what Pat did ... and how this is a violation of a specific policy ... he gives no specific justification for the firing ... because ... he doesn't have one ... because ... SHE DIDN'T DO ANYTHING!
The town manager was trying again to rig the system ... he was playing favorites ... and someone caught him doing it ... and this someone had the guts to call it ... FOUL! ... and so the town manager changes his story to cover his tracks ... then he huddles with the town solicitor to work out the legal cover for an attack ... then he attacks the helpless victim ... then he muddies the victim's name name in public ... in his Barrington Times quote about her ... then he enlists and receives the full support of the town council to finish the job ... AND HE GETS THEIR FULL SUPPORT ...no questions asked ... see how this works ? ... one town councilor even had the nerve to scold Pat publicly and tell her that the firing was her own doing! ...
This is why these problems don't get rooted out ... because the town council allows them to continue ... thay allow them to take place ... and they even encourage them ... by reinforcing the improper action ... and by blindly following and by not challenging this town manager ...
I must say ... this is pretty much a complete con job by the town manager ... very well done ... first to have the gall to play the favoritism card ... and then to attack the victim after you are called on it ... and then to be able to circle the town wagons so completely ... with the town solicitor ... and every single town councilor ... to convince each and every one of them to pile on with you to further slam this victim ... without ever a question of the town manager about it ... or without ever raising a single concern about your management decisions involved ... or the quality of the personnel communications ... or the town manager's changing story about the clerk position ... or about this interrogation of the employee ... or without ever requesting clarity about exactly what this employee did to deserve to be fired after nine years of stellar service ... or about the doctor's assessment ... or the lawyer's note ... NOTHING
Are Barrington's town councilors telling us that they don't believe that our town manager did anything wrong in this case? nothing? he's completely in the right? ... come on ... what kind of game is this?
How can you have the system be so rigged in you favor ... to get away with the favoritism ... and then all the questionable personnel management that followed it ...
... and the town manager is not the party to blame here ... he's just taking what the town council gives him ... they just gave him carte blanch on the personnel goof ... it's unconditional ... one councilor even chewed out the victim for him! ... they just gave him a double-digit salary increase in the middle of the recession ... of course he's going to take it ... he'll take all he can finagle ... from our town council ... Bottom line is this ... the favoritism was called out ... the employee didn't do anything ... the firing was unfair at best and will likely be proven to be illegal ... and our town councilors are not managing this town manager ... and our town manager is taking full advantage of the sleepy council ... which is what triggers the favoritism in the first place ... and round and round it goes
remember ... this is only the stuff that we are SEEING ... there's likely much more that never makes the papers ... we've seen the employee favoritism ... the improper firing ... the hiding of documents ... the double-digit salary increases ... the pension bonuses ... it's all the same pattern ... just fill in the blank ... add impropriety and stir ... I wonder what he's got cooked up for us next ...
Wow, I actually read all that and it is relevent. When one thinks about all the posted stories that have been coming out of Barrington over the last year and a half or so it has been piling up. It does indicate a pattern that doesn't appear to be ending anytime soon.
It makes you wonder why? If this town is being run by people like June Speakman, with all her knowledge of politics and understanding of what the appearance of impropriety means, then you have to consider that there is a sickness in that town's government that isn't being addressed.
I hope it can be contained before it leaks out and starts infecting other towns nearby. With what happened in Central Falls and the possibility of that particular problem happening elsewhere in this state it can have the effect of driving away good people who would be able to stand up to it.
That would be absolutely devastating. If all that was left standing were complicit people this problem would never go away. But, alas, these infections usually get worse until so many people are affected there is nothing left but the most damaging cure that takes a very long time to recover from.
I hope it doesn't get that bad there. I hope it can be fixed before it does get any worse.
This problem in Barrington is systematic ... and it will not be fixed any time soon ... the council doesn't even understand that they are the root cause of the problem ... and they have no clue what this town manager is up to

We're constantly chasing our collective town tail ... in problem after problem ... legal problems, policy problems, and business problems ... one after another ... can't seem to get the appraisal right ... can't seem to get the public information into the hands of the public ... can't seem to keep the legal fees down ... can't seem to get this town manager's salary under control ... can't seem to help out the American Legion ... can't seem to have an orderly progression upon the clerk's retirement ... can't seem to stop blaming the victims ... or the judges ... or the press ... or the citizens ... can't do this ... and can't do that ...
Our town council is stuck in the non-performace funk of a lifetime ... letters attacking judges and victims of our flawed system ... and never can seem to anticipate these problems ... or to figure them out and properly deal with them as they surface ... always behind the curve by a few weeks or a by several months ...
Now ... if you need a team to spend a half million bucks on a $50k boat house ... then this is your group ... they can spend our money quite well ... especiallly if teh expenditure might provide them a high visibility project ... high enough visibility to turn our attention away from the problems that this council causes
The articles regarding the unfair dismissal of Pat McGee, and the refusal of the Town Council to even look into this fiasco, have totaled 7841 and 2342 views. Many of the comments on this issue and so many others over the recent years, have been well documented, well researched and intelligently written, providing an important education to us all. With so many viewers following these comments, it is disappointing, in my opinion, that there are not more concerned citizens voicing their outrage at how our town is being run by the town council, the town manager, the town solicitor and don't forget our town assessor. Our situation has become quite complicated ... and it requires a lot of changes ... and it will take much time and effort to correct and reverse the problems here ...
It starts with hiring a professional town manager ... not an "up-through-the-ranks-local-yokel-working-the-system-to-his-personal-benefit-at-every-turn" guy ... not a "water-down-the-requirements-for-me" guy ... but a real pro ... trustworthy ... and not conniving ... no favoritism .. and no mysterious bonus longevity pay schemes ... for himself ... or in order to exert improper control over others ... just a fair salary for the jobs at hand kind of guy guy ... simple and straight ... around the horn ... and fair progression for all ... based on objective service and performance goals .. clearly stated ... with formal systems for cross-training ... and doing more with less ... and not a "who-you're-related-to-spoils-system" guy
... then we need a professional solicitor who can provide the manager and the council with sound legal advice ... balanced advice ... based on what is best for the town and the residents involved ... not based on whatever you think you can get away with by leveraging the town resouorces against the citizen ... or based on someone's political agenda of the day ... or based on how you can stick it ... financially ... to the pesky citizen who asks too many questions as a favor to someone else in the system ...
Then we need smart and reasonable town councilors ... practical people ... with some sense of fairness ... who can check their egos at the door ... and do the business of the town in a practical and reasonable way ... if hundreds and hundreds of citizens are so upset about theri reval ... and they present a reasonable case ... then maybe there's a problem worth addressing ... rather than reciting the number votes you received ... as a justification for selective inaction ... at your choosing ...
... and maybe the fly-off-the-handle letters to the judges and the newspapers ... and the victims ... justifying the nonsense ... don't really represent the views of your constituents at all ... maybe this defensive and self-serving "hijacking" of public opinion is not your responsibility ... or your role ... or your right ... as a our councilor
... and maybe we don't want a constant flow of letters and warnings from the state attorney general's office, or the superior court judges, or whoever is called in to clean up your latest mess
... and ... maybe managing the service quality of the town manager and the town solicitor is part of the job here ... and part of the responsibility to your constituents ... your intervention being the only oversight ... the most important component of the checks and balances within our system of local government ...
... and ... maybe granting this double-digit salary increase to the town manager during a serious financial crisis is irresponsible ... and maybe it sends the wrong message to the union ... and to your consituents ... no matter how much you personally believe in our town manager ... or how many great things he says about you ...
and ... maybe you owe it to the citizens to hash out the public issues in front of them ... and with them ... at the public meeting ... rather than arriving together at the meeting with a pre-agreed unanimous decision among yourselves already in-hand ...

Those who have followed the story know that it is but the tip of the iceburg of the people holding the power at this time and appreciate that an inquiry is a necessary step to resolve this apparent injustice( and possible cronyism ). We'll never know for certain if it is not brought out into the open.
This TC turned down virtually an entire highschool auditorium of taxpayers asking that the tax assessing be performed by another company after so many flaws were pointed out in Vision's handiwork.
They didn't take the time to deliberate, but stood by the TA and TM, probably as advised by the TS and kept Vision.
The tax board of review has the gigantic and unpopular task of cleaning up after this mess. Watch an eye-opening session Tues 7/27 from 9-3 in the town hall lower level to see how difficult for everyone (except the TC and TS and TM) this can be.
I am still embarrassed at how blithely the TC turned down that request for a donation by another East Bay community for a very worthwhile cause. We should have stepped up to the plate for that gentleman, and now we are being handed another chance.
How to proceed honestly and legally and as good citizens is next, please.
The property owners in Barrington have a very practical reason to demand better from their Town Government. The fair market value of their homes will decrease as fewer buyers will want to live in a Town that is governed by an autocracy, that can hurt anyone they
want, or reward friends who are loyal.
If this town council won't listen to a gymnasium full of citizens questioning their tax appraisals with well documented financial analysis ... then they're not going to listen to a few dozen citizens ... questioning the labor and management practices of the town manager ...

To "reinstate Pat"-while I admire you greatly for your tenacity in attempting to get this woman her job back, You seem to be going about it in the wrong way. First, I would hire a competent and aggressive attorney who is well versed in contract and labor law. Next, I would urge the town hall workers to immediately file a request with the National Labor Relations Board to hold an election and certify the results to form a union. Finally, the last person I would hire/retain to help this woman get her job back is the old sage/know it all/self appointed king of eastbayri.com, the great Jack B. While Jack may have good intentions, his lack of spelling and grammatical skills won't make the greatest impression with the powers to be when it comes to making a decision on re-hiring Ms. McGee. A more appropriate job for Jack in the fight to reinstate Ms. McGee might be having him stand in front of Barrington Town Hall with a sandwich board type sign, or having him lick/stuff envelopes for a publicity campaign, etc. Anything that doesn't require the written or spoken word would be much more appropriate for his level of education and intelligence.

Many of us can relate to Pat. millions of people in America have been fired from their jobs abruptly and unjustly, because of the economy.
When working for a private business, large or small, many of us have no contract, no security.The state of Rhode Island even has a law that states the "we are an employee at will" meaing we can be fired anytime for any reason, right or wrong. I was told by a former employer,( a business that I worked for and put alot of blood sweat and tears into for 13 years) that my "position was being eliminated" on the phone in a conversation with my boss that began with me calling him to tell him I had just got word that my Father was dying, thus I needed to get on a plane pronto and I was making sure he *my boss) was aware that everything was covered, etc....it still blows my mind that someone could be so callous, clueless and despicable. There is no integrity or humanity left in the world I fear.
And honestly, I just need to say this....can Joel Hellman just be quiet, he has so little of substance to say.

This jerk DeAngelis will keep on bullying the town hall workers as long as he knows they have no union to protect or represent them. While I admire your efforts to mount an e-mail campaign on behalf of Ms. McGee, the time has come to play hardball against this tyrant DeAngelis. Once the decision is made by the town manager to fire an innocent employee in order to cover-up his own inappropriate favoritism ... this triggers several other bogus actions by him and others to finish the job ...
(a) the town manager must convince the public to question the integrity of the victim without facts ... this was attempted by the town manager in his quote from the town manager in which he explained his actions without any facts or details in the BT article
(b) the town solicitor must twist the town regulations in such a way as to support the bogus actions of the town manager ... this twisting was attempted by the town solicitor during the discussion of the employee's complaint at subsequent town council meeting.
(c) the town council must fully and strongly approve the town manager's bogus action ... the "fully" was attempted by the town council's 5-0 vote in favor of condoning the bogus action of the town manager ... and the "strongly" was attempted by the councilor's public chastising of the victim ... and the placing of the blame for this bogus action of the town manager on the victim.
(d) the town solicitor must intervene in the formal employment benefits process to block the victim from collecting her valid unemployment benefits ... he must convince a state official that the victim is to blame for her firing ... or else there will be more trouble for the town officials

Our TC trying to cover up another nasty mess that they created.

Pat is an honest and courteous 60 year-old lady, who was on the job for almost 10 years.
But she apparently lacks the political connections that Peter and our TC value so highly, and they want someone else with those connections to take Pat's place. Pat was in the way.
So, our TC / TM WRONGFULLY threw Pat out on the street with no benefits, just before her pension and longevity pay vesting, and now Peter has even stooped so low as to appeal her unemployment entitlement that she was recently awarded by the state.
And then Kate sent Pat a nasty letter, with a dose of Kate’s typical nonsensical distorted and untrue pontification (in Kate’s vomit inducing lecturing tone). Kate chastises Pat really harshly, one last time, in that letter, wrongly telling Pat it was all Pat’s fault.

The town hall employees need to get a union organized, and they need to do it soon. And although it may make that scumbag DeAngelis think twice about firing people at will, it won't stop him completely. Just look what he's trying to do over at the DPW, trying to privatize the trash collection out to a private company (which will probably give him kickbacks), and putting 8 hard working DPW employees on the unemployment line.
Remember Madonna, this bum DeAngelis treats every town worker like garbage, not just Ms. McGee. The key is to fight for the rights of ALL town employees against this tyrant DeAngelis.
They haven't denied her unemployment. They tried to deny her unemployment.
They have no grounds to deny her unemployment. As I said earlier they need to record these unemployment hearings for use later although the mere fact that she will not be denied unemployment carries some weight.
They had to have cause and they had none.
Solicitor Ursillo has recently "appealed" the states initial decision that Pat IS entitled to unemployment.
But, obviously Pat did nothing wrong and IS entitled to unemployment. At the very least...
It is the TM and TC that did wrong.
But Solicitor Ursillo is happy, as he gets to bill the town for all this appeal work (and we taxpayers all pay to fund Mr. Ursillos big invoices), and the TM seems hell-bent on continuing to harass Pat.

I too have often wondered why this TC never admits when it is wrong, or objectively and fairly conducts Town of Barrington business.
This TC continually shows that they are collectively dishonest and mean, with relatively low intellect.
That’s a bad combo for a TC.
For instance, June Speakman (among other things) will look a person right in the eye and tell them something that they both know is untrue. (Along the lines of: “I didn’t answer your letter because my dog ate it”, etc.). I have seen this more than once. Why would a person do this? Doesn’t she realize how repugnant this appears to everyone when she does this? And, what can she possibly gain for the Town or herself when she does this?
And this TC makes decisions without evaluating the facts. They often don’t read reports, or other detailed material before them, referring to such items as mere “bean-counting” or to much “detail” for them to bother with. People speaking at hearings often find themselves facing a collective uncomprehending stone-wall of a TC, that has already decided the issues before-hand.
And let’s not forget all those blatant and obvious open government law violations. The AG could conduct an open-government forum, just using the Barrington violations as textbook examples of bad conduct to avoid. Reviewing the Barrington open government violations would fill up the whole day.
Mrs. Speakman holds a PhD, and is a RWU professor, teaching political science. That boggles my mind really big-time, Jack. What can she possibly be teaching?
We need a new TC. And TM. And TA.

Barrington employees would be better-off in a union.
Pat's wrongful termination, and the continued harassment of her by the Barrington government makes this painfully clear.
If Pat was in a union, she would now be Deputy Town Clerk.
Instead, without union protection, Pat was booted out the door at 60 years old, without any severance, and just short of her pension and longevity pay vesting.
And incredibly, the TM is still trying to take away the unemployment that the state has already awarded Pat. The state found that Pat did not do anything wrong. (The TM recently appealed the state’s ruling that Pat is entitled to unemployment)
It seems clear that Barrington government wanted to promote a “connected” younger woman that they preferred over Pat. So, they fired Pat for a made-up wrongful pretext of a reason.
If Pat was in a union, I don’t think this could have happened.
Anyone who knows how good Pat McGee was at her job, know that if
she was still working there that department would only need two people, including the Town Clerk. She used to stay late to make sure
things were finshed and not get paid. During the day most employees
were surfing the Internet, and talking, but Pat McGee would always
be working. She was given work that was not her work by her Dept.
head and did not only her tasks but work others were being paid for.
She never complained, and went full speed ahead to get things done
while others in her Dept. were taking numerous personal calls, and

Ye a I don't believe in the sick leave buy back plan it is a scam and always has been. Vacation days are a right and sick leave is considered a privilage in my whole career. 13 days a year accrual is plenty for the average worker in my opinion. They can do what the federal government does, when you retire if you have 6 months of unused sick days you can increse your pension by 1/2% due to it increasing your time in service. Now that is fair. Never happen in the state public sector i doubt.

Obviously you know this information because you worked there for nearly 10 years. You observed, and you therefore have first-hand knowledge. And as you stated earlier, you had to compensate for the work that certain other employees did not do because they were pre-occupied with the internet, etc.
Whenever I visited Town Hall over the past 10 years, there was Pat, busy at the Clerks office window smiling courteously at the taxpayers who were asking her for whatever.
And I could not help but notice certain other (but not all) Town Hall employees, obviously not wanting to be interrupted by taxpayer questions or requests, as they stared at computer screens, turned so the public could not see what was being viewed, but with their tell-tale “glazed” internet-surfing faces on full display. Can you spell “TA”?
It would indeed be interesting to hear from some other workers at Town Hall; some of them would probably wish to thank you, Pat, for all you did for them for nearly 10 years.
And some of us taxpayers would like to thank you Pat for your fine years of service, and for always being so nice and attentive to the public.

Pat is a victim of a common problem in society today. “Political power runs amuck”. The reasoning that politicians use for their actions such as “I know better than the people who elected me" needs to end. Common sense dictates that in order to run an efficient government you must first understand the problem you’re dealing with. That requires an exchange of the facts and what exactly happened before you look for the remedy to the situation.
Here it was out and out vindictiveness it appears and a bruised ego of the TM. Hope this guy never becomes a judge. You have to look at everything not just assume, as he obviously did. To treat someone’s career and life so callously is abhorrent to a society of reasonable people. It is not unusual to see a TM take the high road and admit it was haste in his actions that caused this. It is not unreasonable to then reinstate Pat with an apology. That would show character and integrity. It would also restore faith in the system that Pat has served so many years in.
In this day and age of so called “jumping the gun” for political expediency, do you not think it is time politician’s start acting like they represent the people and not themselves? I mean really criticism from a spouse it a God given right in this country. It is not an excuse to punish some one because you can’t handle the criticism. That is a sign of thin skin and that means you’re in the wrong job.

Yup. She would have been better off in a union.
She would have had due process and could have filed grievances. And the union probably would have been able to get criminal charges for

As you know "Cowboy Up", As I've stated many times, the "methods" I used to promote the union cause in my younger days are long over. I merely brought up the Rehoboth situation up because I found it ironic how it happened just as we were discussing the state of affairs in Barrington last week regarding the town council/manager and town employees.
I'll repeat, what Ms. McGee and the DPW workers need to do is to get the residents/taxpayers on their side. Once they do that, some picketing would be the next logical step, similar to what the police union in East Providence did. They mounted a great PR campaign to garner taxpayer support, and then moved on to the picketing. Very organized, very effective, and very non-threatening.
But I have to say, as far as what happened to that bum Morra in Rehoboth, it couldn't have happened to a better guy.

You are correct in your statement on violence. It is the act of a coward that your argument is so weak you do something like that. It is also mafia mentality and illegal. To advocate it is no different then those that did it. To post it as something to consider is obvious here. I hope no-one takes that insinuation to use it. The Town Council & Town Manager should rehire Pat McGee because she did a great job, she did the work of 1.5 people, and she didn't deserve to be fired.
The DPW staff do a great job and the Town Council was irresponsible not to budget for the necessary capital, especially as they were voting to spend "surplus" capital on a Beach House Shrine to Stupidity.
Sorry cowboyUp reaspectfully disagree 6 months ago advocating it and supporting it is not younger days. There are many other examples by him, but I will not waste time posting them as it serves no purpose to help PAT.
I agree on the beach house it is strange to say budget crisis and still do those types of projects , which I like to call feel good projects. They do the same here in Bristol and everywhere to make taxpayers think they benifiting. In actuallity the taxpayer are getting rolled over. It is the taxpayer paying for it in the end.

As far as anyone can tell, Mr. Hellmann’s platform apparently is designed to further the endeavors of the Town Council, the Town Manager and the Barrington Tax Assessor.
Mr. Hellmann did speak in favor of the faulty revaluation taxation scheme that the Barrington government put in place. He appears to be on the “losing side” of this one.
Also, from the comments that he wrote, it appears that Mr. Hellmann feels that he brought the wrath of Hell down on Mr. DeAngelis’s head at one point and, as Mr. Hellmann says, the result was that Mr. Hellmann was rewarded with the contract that Mr. Hellmann desired.
What’s up with that? Pat was yelled at by Peter and was fired, even though she didn’t do anything wrong.
Mr. Hellmann says that he is paid by the town even though he brought the wrath of Hell down on Peter’s head?

Your right I was the only one of the 75% of the town in favor of the reval to speak up. Those people were very pleased that I did. I got some nice letters.
By the way if you bother to look at the town council Meeting I spoke in favor of the DPW guys, and opposed to Peter firing them. Because Peter, in my opinion is wrong. I see the point and the savings he is just wrong on this one. I am a consultant for the town and my contract was up on Saturday, and Peter can not rehire me ( or basically he could fire me) for disagreeing with him. I have no union or recourse. And if he were 1/4 of what all of the BS you say he is, he would have fired me last week. I spoke against a measure he brought to the council, pretty well I thought. Why didn't he fire me there are a lot of people who can do my job. I publically told everyone that he was wrong. I told the Town Council he was wrong. But I am going to get rehired next month.
Being allowed to go to trial and winning a trial are very different. and just to refresh everyone what I said is that many of the evaluations were wrong. The numbr of appeals proved that. Every year there are revals that are wrong. My disagreement with BET was not that there were bad revals which there were and always are.
I disagree only with thier remedy: It was and is wrong to throw out the reval go back to the original eval for everyone which would allow the wealtiest waterfront land owners pay a smaller percentage then they should as their property has held their value better than the rest of the town. While the middle class, would have to pay more to subsidize. This is what happened in Providence with the East side holding it's value better than the rest of Providence.
700 people ( not properties but people) are only 10% of the property owners in town, 75% of the people were happy or like myself thought that it was close enough to the actual value.
10% is not a majority or a viable minority. And it will lose in court. I feel very confident on that. The correct remedy for a bad reval is to appeal, not to make 4 other revals bad which is what BET wants.
The proper recourse against a bad evaluation is appeal. We appealed 2 of the four revals in 16 years of appraisals I had and I won both . The other 2 were close so we did not appeal.
But this year many of the appraisals were wrong and should be appealed and were and many of the appeals won.
the ones who want the reval thrown out are the ones that would lose the appeal. The ones who want their taxes lower at others expence.
The ones who financed the effort to contact everyone in town and hired the lawyers.
I did an analysis in 1997 and showed the town council that the higher end properties were assesed at between 25 and 60% ofactual sale prices . I was told that if they fixed the "unwritten rule" that the wealthiest residents would sue the town. That was 1997 It it has come true today. It is as simple as that.
This reval brought many of those properties up to the actual value, which became even more frightening with the drop in property values.
And don't bring out the low end properties that were wrong. they were all fixed in the appeals.
So Cowboy the coward who won't leave his name whose day will come, Don't brag about a judge who is willing to let fellow lawyers on both sides have a payday, at the end of the day property is property and just as the lady who was leading the movement told me when she complained that her new assesment went from 3 Million to 3.6 Million I asked her what her house was really worth as she was a realtor, she said it was worth the full 3.6 million, but why should she pay more? for the same services? or as she said she should get a year to sell her house before it went up as the higher tax rate would depress the property sale price.
I put my faith in the court system and going to trial and winning a trial are different things.

To "Reinstate Pat"-You have the perfect idea in a previous post-the Holy Angels church festival is coming up this weekend-what better place to turn the heat up on this scumbag DeAngelis. Plenty of parishoners, town residents, etc. DeAngelis wants to play hardball with Ms. McGee and the DPW workers?-then it's time to play hardball with him. There are ways to make him feel so uncomfortable at the festival, he'll be off the church grounds faster than a speeding bullet.
In addition, supporters of Ms. McGee and the DPW workers, you need to find out where the town council members hang out/socialize, and make their lives a bit more "uncomfortable" also.
Maggots such as DeAngelis and the town council members put on a big show and act really tough when they're up on the dais at the town council meetings, but get them out in public when they're off their throne, and it's a whole different ball game.

I think it is a bit strong to say that this person is soley responsible for the life of an innocent person. Is she planning on ending her life Mr.Magee. She needs to realize that bad things happen to good people and move on with her life. She can pursue a lawsuit if that is available but it is time to start living for herself. One does have to wonder, what is an acceptable minority Mr. Hellmann? Doesn’t the minority have the right to redress by politicians the same as the majority? Do they not have the right to use the system they chose for this redress? Sorry Mr. Hellmann, you seem to have forgotten the most basic of citizen rights. Should the majority be overturned because of the minority, it happens all the time when the minority is correct and obviously the judge agreed that is the case here. You may not like the Judge’s decision but it is what it is.
It appears at least to me there is much bias on your part. You single out certain individuals and have decided on your own that they have no rights. You blame people for getting involved in what they consider an injustice that the town allowed to happen. They believe the town could have rectified the situation and it did not. I seem to remember reading about appealing of cases and some being thrown out or decided before they were even heard. The story of an elderly lady comes to mind on that one.
I do not remember all the particulars on it. I do however remember a person on that board of review stating that even if they had listened to her, which they did not, he still would have voted against, because in his opinion he could base it on what he read without her talking before the board. It matters not what he read and that is the same theory you appear to be advocating. You must let the people speak whether you personally think it will change your mind or not. This is how it gets in the public record so you then have recourse against government. This is after all guaranteed by the US Constitution on redress of grievances against the government in simple English.

Yes there are two sides to every story; however there really is no dispute as to Pat being fired for the actions of her husband. The Town Manager made that Statement publicly, the council knows that was the case and chose to not even look into it. The fact that you advocate people should not be allowed to speak out is shameful. When you say they should consider moving because they express their outrage with town government guaranteed by the U.S. constitution, makes one wonder what kind of country you want to live in.
Well you are free to live where you want, what gives you the right to tell others where to live? I find your statement about the church disgusting.
