Barrington hires company to repave more than a dozen local roads

Town officials recently hired the Pawtucket Hot Mix Asphalt company to repave the roads. Barrington accepted the company's bid of $393,969, which was the lowest of six bids submitted for the work. The other five bids ranged from Cardi Corporation's bid of $468,628 to T. Miozzi's bid of $631,041.

Barrington Department of Public Works Director Alan Corvi said he was familiar with many of the companies that submitted bids for the work, but had not yet worked with Pawtucket Hot Mix Asphalt. Mr. Corvi said he decided to check with officials from other communities who have hired Pawtucket Hot Mix in the past. He called city officials in Lincoln, East Providence and Woonsocket.

"I spoke with the Town/City Engineers for each of the three communities and all recommended this company for roadway paving work," Mr. Corvi wrote in a memo to Barrington Town Manager Jim Cunha.

The lower-than-expected bid from Pawtucket Hot Mix Asphalt will allow Barrington officials to add at least one more road to the list of streets that will be repaved. 

Officials initially identified the following streets to be repaved: Carlton Street, Cottage Street, Deerfield Drive, Hamilton Avenue, Hilltop Avenue, Magnolia Lane, Maudsley Avenue, Mayfield Drive, Riverview Drive, Sunset Drive, Juniper Street, Valentine Drive and a section of Upland Way from Lincoln Avenue to Barrington Avenue.

Mr. Corvi said Beaver Road will also be repaved, and "maybe one more."

A road repaving bond approved by residents in 2014 will pay for the work. 

Barrington Town Council President Michael Carroll said the town included a special provision in the contract which will allow a consultant to conduct tests on the asphalt to ensure that it meets Rhode Island Department of Transportation specifications. 

In his memo to the town manager, Mr. Corvi wrote: "If sub-standard asphalt material is discovered, the contractor shall remove and replace the specified asphalt for the entire roadway at no cost to the town inclusive of police details, cold plaining, and new hot mix asphalt."

The town signed an agreement with Tibbetts Engineering, which will conduct the asphalt testing in the plant and in the field. 

In an interview, Mr. Corvi said the town is hoping the contractor will be able to begin repaving work as soon as possible. A contract stipulation further stated that Pawtucket Hot Mix Asphalt will be required to place the base course within 72 hours from the time the roadway is reclaimed. 

"Failure to comply will result in a daily charge to be deducted from monies due to the contractor. The charge for this contract will be $5,000 per day," he wrote. 

The completion date for the project is Oct. 12.
